<br />REQUEST FOR COUNCIL ACTION <br />Date: 5/6/2024 <br />Item No.: 7.d. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider Approval of Rosedale Center Commercial Police Officer <br />Agreement for 2024-2027 <br />1 <br />2 Background <br />3 The Roseville Police Department proposes to establish an agreement with the Rosedale Center to fund <br />4 and assign two Commercial Patrol Police Officers to Rosedale Center, located at 1595 Highway 36. This <br />5 arrangement aims to fulfill Rosedale's need for licensed peace officers. By providing professional <br />6 services to the Rosedale Center, we aim to establish a mutually beneficial framework for both the mall <br />7 and law enforcement to achieve shared objectives. Over the past five years, Rosedale Center and its <br />8 affiliated stores have generated an average of 1,843 calls per year. An estimated 5% of all Roseville <br />9 calls in 2023 (between the hours of 0900-2000) took place at Rosedale, significantly impacting police <br />10 resources. This partnership seeks to enhance safety for Rosedale's 10 million annual visitors while <br />11 diminishing the demand for traditional patrol officers to respond to mall-related incidents. This <br />12 reallocation of resources will enable us to concentrate additional attention and proactive efforts on local <br />13 neighborhoods and smaller businesses. <br />14 <br />15 As part of the agreement, Rosedale Center has committed to constructing a police substation. Roseville <br />16 Officers assigned to the Commercial Patrol will operate exclusively within the mall and exterior lots <br />17 during their shifts and will be equipped with all necessary tools to fulfill their law enforcement duties <br />18 effectively. <br />19 <br />20 The duties of Roseville Police Department Commercial Patrol Officers encompass the following: <br />21 Providing a visible presence to deter crime, ensuring a safe environment, and offering real-time <br />22 assistance to the mall's 10 million annual visitors. <br />23 Responding to all calls for service within the mall premises and its exterior areas. <br />24 Conducting follow-up investigations related to retail crime occurring within the mall. <br />25 Establishing and nurturing relationships while serving as the police department's liaison with the <br />26 mall's administrative staff. <br />27 Offering guidance and educating Rosedale's retail partners on safety and crime prevention <br />28 measures. <br />29 Collaborating with Rosedale administration to implement procedures aimed at enhancing the <br />30 safety and security of the building and its surroundings. <br />31 <br />32 These duties and the contract have been reviewed and approved by the City Attorney. <br />33 <br />34 Entering into the agreement with Rosedale Center would increase RPDs authorized strength by two <br />35 police officers, both funded by Rosedale Center. RPD anticipates assigning two experienced officers <br />36 and filling the two vacant positions through an officer eligibility list.
