In the event that funding was not extended beyond the initial <br />40 three-year period, other funding sources would be pursued or the positions would be absorbed through <br />41 anticipated attrition. <br />42 <br />43 Policy Objectives <br />44 The City of Roseville aspires to be a safe and livable community for all. Crime erodes the sense of <br />45 safety in our community. Addressing crimes against persons and property crimes, including retail crime, <br />46 is essential to ensuring we remain a safe community, where people feel welcome. <br />47 <br />48 It is also part of the mission of the Roseville Police Department to serve as guardians of our community <br />49 to preserve life, maintain human rights, protect property and promote community commitment. It is <br />50 essential to our mission that we work to address the economic strain and trauma associated with crime <br />51 and the impact it has on our entire community, especially those who are victimized. <br />52 <br />53 Racial Equity Impact Summary <br />54 Retail crime, including theft, often results in higher prices, acutely impacting low and middle income <br />55 consumers. It can also create an unsafe work environment for employees. Rosedale Center Commercial <br />56 Police Officers will strive to enhance safety and reduce retail crime through building relationships and <br />57 trust between law enforcement and Rosedale business owners, employees and visitors, including <br />58 Roseville’s historically disadvantaged community members. They will create connections between law <br />59 enforcement, mental health providers and other community-based partnerships in an effort to further the <br />60 City of Roseville and the Roseville Police Department’s commitment to creating a safe and livable <br />61 community for all. <br />62 <br />63 Budget Implications <br />64 There would be minimal budget obligations to the City of Roseville as the two Commercial Patrol Officer <br />65 positions are fully funded by Rosedale Center, including salary, benefits, and miscellaneous equipment. <br />66 Rosedale Center will also provide office space for both retail officers and contribute utilities as well as <br />67 maintenance costs at no cost to the City (outlined in Attachment 1). There would be some minimal costs <br />68 in back-filling and the onboarding of a new employee, training, uniform and equipment and squad set-up <br />69 and maintenance, but those costs could be absorbed in our current budget. Additionally, there are no <br />70 requirements for the city to continue to fund the positions at the end of the agreement cycle (three <br />71 years). <br />72 <br />73 Staff Recommendations <br />74 Staff recommends the following: <br />75 1. The Council authorize the police department to enter into the three-year partnership with <br />76 Rosedale Center as provided under the Agreement. <br />77 2.
