<br />REQUEST FOR COUNCIL ACTION <br />Date: 5/6/2024 <br />Item No.: 7.e. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Discuss Kids in Need Foundation State Bonding Request <br />1 <br />2 Background <br />3 At the April 22 meeting, the City Council received information from Kids in Need Foundation <br />4(KINF) requesting the City receive state bonding funds to allow them to relocate their <br />5 operations to a building located at 1550 Commerce Street. The City Council case from that <br />6 meeting and information about their request is included as Attachment 2. After discussion, <br />7 the City Council felt that they needed more information regarding what the responsibilities, <br />8 both short-term and long-term, would be for the City if it were to receive the state bonding <br />9 funds for the KINF project. <br />10 <br />11 City Attorney Tierney has provided a memo detailing the obligations of the City in receiving <br />12 state bonding funds for a non-profit, which is included as Attachment 1. Ms. Tierney will be <br />13 able to speak about the details of the obligations and answer any questions the City <br />14 Council may have. <br />15 <br />16 Policy Objectives <br />17 To consider helping a non-profit based in Roseville with their capital needs through the use <br />18 of City resources to receive State of Minnesota funding through GO Bonds. The City does <br />19 not have a history or policy of providing this level of assistance to non-profits. <br />20 <br />21 Racial Equity Impact Summary <br />22 The Kids in Need Foundation provides assistance to teachers who work in schools where <br />23 70% or more of the student population is eligible for the National School Lunch Program <br />24(NLSP). According to information provided by KINF, there is a $2,200 per-student public <br />25 funding gap in schools where most of the students meet the NLSP criteria. The gap <br />26 disproportionately falls on students of color, particularly Hispanic and Black children. <br />27 <br />28 Budget Implications <br />29 Costs to the City are undetermined at this point. <br />30 <br />31 Staff Recommendations <br />32 Staff recommends receiving information from the City Attorney and discuss whether to <br />33 support receiving state bonding funds for Kids in Need Foundation new headquarters and <br />34 facility. <br />35 <br />Page 1 of 2 <br />Qbhf!331!pg!494 <br /> <br />
