<br />REQUEST FOR COUNCIL ACTION <br />Date: 5/13/2024 <br />Item No.: 7.b. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Discuss Possible Approaches to Mitigate the Impacts Related to the <br />Potential Loss of Veterans Park <br />1 <br />2 Background <br />3 Veterans Park is a 3.6 acre park at 1151 Woodhill Drive. It is currently used for City recreational <br />4 programs including youth soccer and kicker/slugger programs, Roseville Area Fastpitch Association <br />5 youth softball games and practices, open green space, recreational play on the playground, pickup <br />6 basketball, horseshoes and more. With the adoption of the Campus Master Plan Preliminary Design in <br />7 2022, Veterans Park is planned to be the site of the proposed City Maintenance Operations Center in <br />8 the coming years. <br />9 <br />10 Although there are several parks within walking distance of Veterans Park, the potential loss of the park <br />11 will have impacts on current park users and the overall capacity of the Parks and Recreation <br />12 System. With the City currently pursuing funding to implement the project as early as 2025, staff have <br />13 begun conversations about some strategies that could be considered to reduce some of the impacts <br />14 associated with the potential loss of Veterans Park. <br />15 <br />16 Staff will provide a summary of some of these conversations, and request feedback from the Council on <br />17 potential directions to consider moving forward. In doing so, staff will summarize the current uses at <br />18 Veterans Park, the potential immediate impacts of the loss of the park, and the capacity to manage <br />19 those impacts with existing infrastructure. <br />20 <br />21 Staff will also outline some mid to long term strategies that could be considered to mitigate some of the <br />22 impacts including: <br />23 Pursuit of small parcels to replace specific amenities within the neighborhood. <br />24 Improvement of existing amenities to allow for greater play hours/opportunities; and further <br />25 development of underutilized park parcels. <br />26 Exploration of collaboration with Roseville Area School District (ISD 623) to develop some of <br />27 their currently underutilized green space. <br />28 At this stage, exploration of each of these options is very preliminary, and further study and work would <br />29 be needed to determine the viability, budgets, and funding source of each of the potential strategies. <br />30 <br />31 Additionally, staff will seek City Council approval to begin preliminary conversations with the School <br />32 District about a possible school/park concept on land that is owned by the school district. <br />33 <br />34 Policy Objectives <br />35 Consideration of options to minimize the impacts from the potential loss of Veterans Park is consistent <br />36 with Roseville's aspiration of being a community that embraces diversity through multicultural public <br />37 programming, public gathering spaces, and parks in ways that are suitable for all people regardless of <br />Page 1 of 2 <br />Qbhf!33!pg!51 <br /> <br />
