<br />33 <br />34 The vacation resolutions were publicly noticed in the newspaper on May 17, 2024 and May <br />35 24, 2024, and a mailing to the affected residents postmarked May 23, 2024, per State <br />36 Statute requirements. Affidavits of Publication and Mailing are available in the office of the <br />37 City Engineer. <br />38 <br />39 After the public hearing on the vacations is closed, each resolution will be voted on <br />40 separately. Since these are City-initiated vacations, a four-fifths vote is required to approve <br />41 vacation of these rights-of-way. No vacation will be official until such time as the City <br />42 Manager executes and records a Notice of Completion. <br />43 <br />44 Policy Objectives <br />45 This action is intended to “right-size” the City’s property rights and property management <br />46 responsibilities for Roseville’s current and future needs. <br />47 <br />48 Racial Equity Impact Summary <br />49 There should be no equity impacts associated with these vacations as they have no public <br />50 use for a future roadway. If there are utilities or pathway in the right-of-way, easements are <br />51 retained per the resolution. <br />52 <br />53 Budget Implications <br />54 Aside from costs related to filing the vacations with Ramsey County, publishing the public <br />55 notices, and the mailings to notify the residents, there are no direct costs to the City of <br />56 Roseville to vacate right-of-way corridors. <br />57 <br />58 Staff Recommendations <br />59 Staff recommends that the City Council approve the attached resolutions approving <br />60 vacation of the rights-of-way. <br />61 <br />62 Requested Council Action <br />63 Conduct a public hearing receiving any public comments related to all proposed rights-of- <br />64 way and easement vacations. <br />65 <br />66 Consider approval of a resolution approving the right-of-way vacation of a portion of <br />67 Millwood Avenue that lies within the plat of Saint Paul Park. \[Vacation Area D – Resolution <br />68 1\] <br />69 <br />70 Consider approval of a resolution approving the right-of-way vacation of certain alleys and <br />71 walks that are dedicated in Tschida’s Plat and Chas. A.B.
