<br />35 to meet the goals and requirements of this Chapter, the City must contract with a private <br />36 contractor for the collection of recyclable materials. <br />37 <br />38 Racial Equity Impact Summary <br />39 There should be no equity impacts associated with this RFQ as the recycling program is <br />40 city wide. <br />41 <br />42 Budget Implications <br />43 There are no budget impacts associated with the RFQ if all the responses are rejected. If <br />44 the City Council accepts a proposal, the costs would be based on the selected <br />45 respondent’s rates: <br />46 <br />47 <br />48 <br />49 If the City decides to purchase carts, Roseville will have to pay up front costs of the carts <br />50 for manufacturing, delivery, and roll-out based on the above responses. This cost would <br />51 come out of the 2025 Environmental (Solid Waste/Recycling) budget. Ramsey County is <br />52 offering a reimbursement grant for up to 50% of the costs, so Roseville’s cost would be <br />53 $322,023.44 based on the highest best value score which was Toter LLC.’s EVRII cart. <br />54 <br />55 All the responses are less than the estimated cost which was ~$744,000 for carts and <br />56 assembly and delivery. <br />57 <br />58 Staff Recommendations <br />59 Staff recommends the City Council approve the quotes and authorize staff to negotiate the <br />60 final contract with the selected manufacturer to purchase recycling carts in 2025 for the <br />61 ’s Recycling Program.
