Regular City Council Meeting <br /> Monday,June 17, 2024 <br /> Page 14 <br /> Ayes: Etten, Groff, Strahan, Schroeder, and Roe. <br /> Nays: None <br /> f. Review 2025 Property Tax Base Changes, Legislative Changes and Discuss <br /> City Council 2025 Budget Goals <br /> Finance Director Michelle Pietrick briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated June 17, 2024. <br /> Councilmember Schroeder thanked Ms. Pietrick for the summary. For her,the City <br /> had a large increase in the levy last year and she would prefer to see if the City can <br /> keep the property levels and fees closer to inflation or CPI. She thought the large <br /> increase last year for residents was a lot to handle along with property tax increases. <br /> Councilmember Etten agreed and wondered going into the next fiscal year, about <br /> looking at some ways to invest based on the City's vision things. He wanted to <br /> make sure the City is not over-extended before enacting visions or taking <br /> investments that are coming out of the visioning work. <br /> Councilmember Strahan understood that this does not go into effect until January <br /> 1, 2026, but she knew there was some early funding on the new family medical <br /> leave with the State of Minnesota. She wondered if that will impact anything as <br /> the City looks at its 2025 budget. <br /> Ms. Pietrick indicated it would not. <br /> Mayor Roe noted that the use of changes in median values in property types other <br /> than single family residential was not terribly meaningful for budget and levy <br /> discussions since individual property values in those categories range all over the <br /> map, and that the total portion of the tax base represented by each property type <br /> was more meaningful to understand changes in relative tax burden and other <br /> factors. Ms. Pietrick concurred. Mayor Roe suggested such aggregate figures be <br /> used in budget discussions going forward, other than the median single family <br /> value. <br /> Mayor Roe thanked Ms. Pietrick for the information presented this evening . <br /> 10. Council Direction on Councilmember Initiated Agenda Items <br /> 11. Approve Minutes <br /> Comments and corrections to draft minutes had been submitted by the City Council before <br /> tonight's meeting and those revisions were incorporated into the draft presented in the <br /> Council packet. <br /> a.
