Regular City Council Meeting <br /> Monday,June 17, 2024 <br /> Page 6 <br /> Mr. Olson explained Ovation Homes has made a significant investment in Roseville <br /> with the purchase of both of the lots in this development and believes the <br /> investment has been negatively impacted by the construction of this fence. They <br /> support the denial of the appeal,removal of the fence, and revocation of the permit. <br /> Dr.Amy Tolbert,261 McCarrons Place W <br /> Dr. Tolbert showed a view of her property before the fence was constructed and <br /> explained she was baffled why so much time was being spent on so many residents <br /> expressing their point of view for one who was clearly in defiance and was given <br /> multiple orders. She did not think the fence was going to be a blocked view. She <br /> was not sure what the need for a fence was when the arborvitae will grow to provide <br /> privacy. She pointed out that the argument for a fence was that a car might run into <br /> it. She indicated the speed is thirty miles an hour and is straight with nobody <br /> speeding. She noted if this appeal is not denied, the City Council will not be <br /> adhering to its policies and indirectly does not support the City's equity and <br /> inclusion work. She thought this was a dangerous precedent. <br /> Ms. Maggie Quarter,286 McCarrons Boulevard <br /> Ms. Quarter indicated she wrote a letter to the Council and Mayor. She <br /> sympathized with Mr. Carrera about his dilemma. She also wondered what the <br /> submitted diagram showed. She empathized with Mr. Carrera about the trespassing <br /> in his yard and was sure many people could agree with that, but she did not think <br /> the fence would solve that issue. She thought the fence would create a large issue <br /> of security for the community. <br /> Ms. Diane Hilden <br /> Ms. Hilden thought that a lot of time, money, and energy had been spent on this <br /> proposed project. She stated this structure was not a fence but a wall. She highly <br /> recommended that the City Council revoke the permit and have the fence removed. <br /> Ms. Sherry Sanders <br /> Ms. Sanders understood Mr. Carrara's concerns because her family also has some <br /> issues but this is not anything that would be troublesome to take care of,noting the <br /> police are called and come right away. She explained the fence does not keep <br /> people out and would also protect someone from breaking in because a burglar <br /> cannot be seen behind the fence. She liked that the arborvitae were put in and <br /> wished time would be given for that to provide the privacy Mr. Carrara is seeking. <br /> She supported the revocation of the permit. <br /> Ms. Mary Ann Journey <br /> Ms. Journey indicated her family has lived on the lake for eighty years and owned <br /> the property in front of their property. She stated when the path and fence were <br /> added around the lake it was a lovely thing for the neighborhood. Her point is that <br /> the City would be setting a precedent if this were to go through because they could <br /> petition to put a six-foot fence in front of their home as well so people do not see <br />
