Regular City Council Meeting <br /> Monday,June 17, 2024 <br /> Page 5 <br /> Ms.Anna Fu, 257 McCarrons Place West <br /> Ms. Fu indicated she and her husband live directly across from the Carraras. They <br /> moved to the City two years ago to be near their family and to spend their retirement <br /> years by one of Minnesota's beautiful lakes. She explained the fence impedes their <br /> view of the lake from their home and has ruined their dream. She indicated the <br /> action of one resident should not be allowed to impact negatively on the lives of so <br /> many directly and indirectly. She thought that sharing the beauty of the lake was <br /> important. She feels their quality of life has been impacted by this fence. <br /> Mr.Jon Barstad,217 McCarrons Place West <br /> Mr. Barstad reviewed his background in project building and permit processes. He <br /> explained in his job he looks for defects and potential problems and hears what is <br /> going on. He has heard two things with property lines and he wondered what source <br /> the City uses to have a common consistent source to identify property lines. He <br /> indicated Ramsey and Hennepin Counties have an interactive map online that <br /> seems to be consistent with what is being displayed and a good source to go back <br /> to when looking at property lines to help solve one of the problems. He agreed with <br /> the safety issue when a fence is not built on the property but in a right-of-way <br /> because if a person crosses behind the fence and the police are called, the intruder <br /> would not be on the private property. He wondered if the police force would have <br /> any authority to remove that person for trespassing if technically not trespassing. <br /> Mr.Jay Rollinger,403 Wagener Street <br /> Mr. Rollinger indicated he was shocked seeing the fence go up and was against the <br /> fence being there. He would like to know why the property owner has not had this <br /> property surveyed and why the City issued the permit without knowing where the <br /> property line was located. He agreed this was blocking the view of the <br /> neighborhood, he enjoyed the view of the lake, and did not think this should be <br /> taken away from him. He did not have any issues with the property owner putting <br /> up a fence but it should be on his property and not city property. <br /> Mr.Jim Seabold, 871 Ivy Avenue, St. Paul <br /> Mr. Seabold explained he is the real estate agent that represents this entire <br /> development. One of the things this fence is doing, is decreasing the value and <br /> interest of the property owners and if this were to continue in any other area along <br /> the way, it would be a detriment to the lake. The other biggest concern he has is <br /> safety, noting the permit was given in error and the fence should be removed. He <br /> thought there might be a liability for the City if someone on the trail was hit by a <br /> vehicle coming out of the driveway and not being able to see the person because <br /> the City allowed the fence to remain. <br /> Mr. Steve Olson, Representative for Ovation Homes, 5924 Abbott Avenue S., <br /> Edina <br />
