<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 7/22/2024 <br />Item No.: 7.g. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: 2024 Recycling Request for Proposals (RFP) <br />1 <br />2 Background <br />3 In July of 2021, the City entered into an Agreement for Comprehensive Recycling Services <br />4 with the Neighborhood Recycling Corporation, d.b.a. Eureka Recycling, for the term of <br />5 January 1, 2022 thru June 30, 2025. <br />6 <br />7 City staff has been working on updating the Request for Proposals (RFP) used in 2021 in <br />8 order to solicit proposals for recycling services beyond 2025. As part of this process, we <br />9 have made presentations to the Public Works, Environment and Transportation <br />10 Commission (PWETC), solicited their feedback, and have modified the RFP per their <br />11 direction. Staff is now looking for feedback from Council on the Draft RFP, and also <br />12 authorization to issue the RFP. The tentative timeline is to release the RFP in July, receive <br />13 proposals in early September, and approve a contractor in early to mid-October that would <br />14 start servicing on July 1, 2025. <br />15 <br />16 Attached to this RCA are several background documents including: <br />17 Draft 2024 RFP (redlined & clean versions) <br />18 PWETC comments from November 28, 2023 <br />19 Current Agreement with Eureka Recycling <br />20 Some of the key components and options in the proposed RFP are as follows: <br />21 Cart Ownership – The RFP is drafted assuming the City will purchase carts. If the <br />22 City decides to delay the decision on carts, we can add back the vendor-supplied <br />23 cart option. If we decide not to purchase carts, we can make vendor-owned carts a <br />24 requirement. <br />25 Weekly vs Bi-Weekly Service (currently bi-weekly). <br />26 Revenue Share – contractor will be able to provide a price with and without a <br />27 revenue share (the current contract does not have a revenue share). <br />28 Term of contract – Minimum term 3 years.
