<br />31 Equity – staff added a section for Equity as part of the RFP 2021, and worked with <br />32 Administration and Attorney staff to update the section for 2024. <br />33 Zero Waste Event staffing – the contractor will be required to provide staff at all City <br />34 Zero Waste Events including Earth Day, Taste of Rosefest, Run for the Roses, and <br />35 the Wild Rice Festival. For 2024, Roseville added Juneteenth and Tapped & <br />36 Uncorked as new events. <br />37 Education & Outreach – as in past years, the contractor is required to provide <br />38 materials to promote an inclusive citywide recycling program. New in 2024 is having <br />39 the contractor provide tours of the Material Recovery Facility (MRF) where <br />40 Roseville’s materials are sorted. <br />41 Parks Recycling Collection – Public Works will continue to work with Parks & <br />42 Recreation to have recycling in city parks. <br />43 The 2023 rates for collection are $4.12/unit/mo., with a 2% increase in 2024 and 2025 <br />44($4.26/unit/mo. & $4.41/unit/mo., respectively). The total cost of collection in 2023 was <br />45$833,750.24, which includes $12,698.95 to collect recycling in parks. In talking to market <br />46 and industry experts, Roseville should be prepared for an increase in both prices exceeding <br />47 the normal cost adjustment of inflation. The price increase is partially due to the <br />48 commodities market, increased costs for processing, increased labor costs, etc. <br />49 <br />50 Policy Objectives <br />51 Chapter 403 of the City Code establishes a system of curbside recycling as a public utility <br />52 for Residential Dwellings and Multi-Family Complexes in the city. In order to meet the goals <br />53 and requirements of this Chapter the City must contract with a private contractor for the <br />54 collection of recyclable materials. <br />55 <br />56 Equity Impact Summary <br />57 There should be no equity impacts associated with the Recycling RFP, as the recycling <br />58 program is citywide and offered to all residents. <br />59 <br />60 Budget Implications <br />61 There are no budget implications as part of the RFP process, and costs are limited only to <br />62 staff time. Roseville received technical assistance from Foth Environmental through <br />63 Ramsey County to update the RFP. <br />64 <br />65 The costs associated with the recycling program are paid for out of the Environmental <br />66 Fund, and the City has established a Recycling Fee that all residential properties pay on <br />67 their Utility Bill. This fee is analyzed annually in order to fund the citywide recycling service. <br />68 This fee will be adjusted as a result of the final cost for recycling services as provided by <br />69 the selected contractor. <br />70 <br />71 Staff Recommendations <br />72 Staff recommends that the City Council receive the staff presentation on the Recycling <br />73 Request for Proposals (RFP), provide input for the final RFP, and approve the RFP for <br />74 advertisement. <br />75 <br />76 Requested Council Action <br />77 Provide input on the Draft Request for Proposal (RFP) and authorize staff to release the <br />Page 2 of 3 <br />Qbhf!21:!pg!557 <br /> <br />
