<br />65 come out of the 2025 Environmental (Solid Waste/Recycling) budget. Ramsey County is <br />66 offering a reimbursement grant for up to $100,000. This is a change from Ramsey County <br />67 guidance where 50% of the cost of carts was previously available. It appears the last city to <br />68 get 50% reimbursement was in 2018. Based on the $100,000 grant the City would receive, <br />69 Roseville’s cost would be $544,047 based on the highest best value score which was Toter <br />70 ’s EVRII cart. <br />71 <br />72 The Environmental budget currently has a fund balance of $444,577. If the carts are <br />73 purchased in 2025, approximately $100,000 in funds would need to be borrowed. Finance <br />74 recommends we borrow from the Sanitary Sewer fund to fund the difference. <br />75 <br />76 Staff Recommendations <br />77 Staff recommends the City Council approve the quotes and authorize staff to negotiate the <br />78 final contract with Toter, LLC, to purchase their Toter EVRII carts in 2025 for the City’s <br />79 Recycling Program.
