5. Description of Proposal Services <br />5.1 Proposal Scenarios <br />The Collection/Processing system identified by the City for purposes of this RFP is single -stream <br />recycling. Respondents must complete the Proposal Price Worksheet (Form E), which is a continuation of <br />the City's current level of service. To be responsive, the City requires proposed Recycling service prices <br />for: <br />♦ Residential Dwelling Units and Multi -Dwelling Units <br />♦ City Buildings and Parks, and Opt -In; <br />♦ Three-year vs. five-year contract terms; and <br />♦ Contractor -owned Recycling carts vs. City -owned carts. <br />In addition, Respondents also may complete optional, alternate scenario price worksheets. Examples may <br />include: <br />♦ Risk/Revenue Sharing Option; and <br />♦ Weekly collection from RDUs instead of the every -other -week (EOW) collection frequency in the <br />base scenario <br />5.2 City Building and Park Facilities <br />The Contractor shall maintain carts and dumpsters for commingled Recyclable Materials collection <br />service once per week at the City Buildings & Park Facilities listed in Attachment A Exhibit D. The carts <br />and dumpsters shall be spotted at specific, City -designated locations. <br />5.3 Opt -In Program <br />The City allows small businesses and faith organizations to opt in to the City's recycling program through <br />an application process. To opt in, organizations and businesses need to send in an application to the City, <br />have a similar composition to a RDU, and be able to recycle materials in a 96-gallon recycling cart. If <br />these requirements are met, the City will approve the opt -in application and provide the information to <br />Contractor. The Contractor is then responsible to drop off the cart(s) and start collection on the next <br />scheduled service date. See Exhibit E Opt -in Recycling Program. <br />5.4 Zero Waste Events <br />Roseville holds Zero Waste events each year at which Food Scraps are collected for composting: <br />♦ Earth Day Celebration (third Saturday in April). <br />♦ Juneteenth (mid -June) <br />♦ Taste of Rosefest (fourth Thursday in June). <br />♦ Run for the Roses (fourth Saturday in June). <br />♦ Wild Rice Festival (second Saturday in September). <br />♦ Tapped and Uncorked (mid/late September) <br />The Contractor shall be responsible for attending the events to staff and monitor the Zero Waste <br />collection stations and educate residents. Prior to the event date, the Contractor will also be responsible <br />for educating any vendors that attend and hand out, sell, etc., any goods or services. All material (Food <br />Scraps, recyclables, trash) collected shall be the responsibility of the Contractor for appropriate <br />processing or disposal. Food Scraps shall be disposed of at a permitted composting facility. After the <br />event, the Contractor shall provide a report to the City, highlighting the amount recycled, composted, and <br />landfilled.
