Multiple Respondents may team up with other complementary hauling or recycling companies, provided <br />there is no collusion. A company may be listed as a part of more than one team as long as this company <br />submits a written certification that no collusion occurred between competing proposals. <br />4.7 Request for Proposal and Proposal to Become Part of Final Contract <br />The contents of this RFP, the successful proposal, and any written clarifications or modifications to the <br />contents thereof submitted by the successful Respondent and approved by the City in writing shall <br />become part of the contractual obligations and be incorporated by reference into the ensuing Contract. If <br />any provision of the contract RFP or proposal is in conflict, the Contract takes precedence. <br />4.8 Requests that Selected Information be Held Confidential <br />It is the intention to maintain an open and public process in the solicitation, submission, review, and <br />approval of City procurement activities. Proposal records will not be released or available for public <br />inspection prior to the award and full execution of the final Contract. After execution of the final Contract, <br />proposals submitted in conjunction with this RFP may become public record and consequently, open for <br />public inspection. If there are confidential or proprietary sections of proposals which a Respondent <br />requests be exempted from this requirement, Respondent(s) must submit a cover letter and seal these <br />proposal sections in a separate envelope and segment these sections as a separate electronic file. The <br />respondent must also submit a written explanation of the basis for its conclusion that the identified data <br />is not subject to disclosure under the Minnesota Government Data Practices Act. Only items specifically <br />referenced within cover letter will be considered as potentially confidential. If such a cover letter is not <br />included with your proposal, it will be assumed nothing is requested to be confidential. <br />Notification of the City's determination on such requests will be made prior to release of any of the <br />information in the proposal. <br />RFP for City of Roseville Recycling Services . 8 <br />Page 64 of 185 <br />
