Markets <br />Any person or company that buys (or charges) for recycling of specified materials and may <br />include but are not limited to: end -markets, intermediate processors, brokers, and other recycling <br />material reclaimers. <br />Materials Recovery Facility (MRF) <br />A facility in which recyclable materials are processed. The facility will conform to all applicable <br />rules, regulations and laws of state, local, or other jurisdictions. <br />Multi -Dwelling Units (MDUs) <br />A building or a portion thereof containing five or more dwelling units. <br />MDUs Recycling Containers <br />Recycling containers used for MDUs, including any bin, cart, dumpster, or other receptacle for <br />temporary storage and collection of designated recyclables from residents in MDUs prior to <br />collection. Such recycling containers must be separate, explicitly labeled with text and graphics <br />as to recyclables included and colored differently from other containers for mixed solid waste or <br />trash. <br />MDU Recycling Service <br />Recycling collection service, together with related public education and other customer services, <br />provided to MDUs residents that utilize MDU recycling containers, defined above, and use <br />MDU recycling stations, defined below. <br />MDU Recycling Stations <br />The location of MDU recycling containers will be designated by the City and the Contractor and <br />the MDU building owner. MDU recycling stations will likely be a cluster of recycling carts <br />and/or Recycling dumpsters. <br />Non -Targeted Materials <br />Non -recyclable materials that are not included in the City's recycling program. Examples of <br />non -targeted items include but are not limited to: pumps on plastic bottles, ceramic materials, <br />heavily coated paper packaging, etc. <br />Paper <br />Paper includes the following: newspapers including inserts; household office paper and mail; <br />boxboard; carrier stock cardboard; old corrugated cardboard, including boxes for delivery and <br />take out pizzas; phone books; kraft bags; and magazines/catalogs. <br />Partial Dumps <br />When the Contractor tips the recycling cart into the truck, but only a portion of the recyclables <br />are emptied and the recyclables were not over -packed into the cart. <br />RFP for City of Roseville Recycling Services • A-3 <br />RS160\1\934842.vl <br />Page 72 of 185 <br />
