<br />Attachment C <br />Strategic Plan Proposal <br />June 26, 2024 <br /> <br />This is a draft proposal submitted to the City of Roseville (CITY) by the Center for Policy, Planning, and <br />Performance (CENTER) to provide consultant services for strategic planning. The contents are subject to <br />change to better meet your needs. <br /> <br />Context <br />The CITYrecently completed a community-wide vision and aspiration process. This included extensive <br />community engagement and participation. The results are updated vision, values and aspiration statements <br />that guide the CITY and represent its residents. It now seeks to translate these higher–level statements into <br />a strategic plan that identifies specific goals and measurements approved by the Council and Department <br />Heads. The strategic plan will be used to inform the 2025 budget and organizational priorities for the next <br />three to five years. <br />Roseville’s mission is “To provide ethical, efficient, and responsive local government, in support of community <br />aspirations, guided by policies of the City Council, and implemented by professional staff, to ensure that Roseville <br />remains strong, vibrant, and sustainable for current and future generations.” <br />Roseville is a vibrant suburban community conveniently located just north of Minneapolis and St. Paul <br />with nearly 700 acres of public parks and some of the best shopping, dining and lodging in the Twin <br />Cities. Roseville has 36,810 residents, but the community doubles in size everyday with visitors and <br />workers venturing into the city. Located on I-35W & State Highway 36, Roseville borders Minneapolis <br />and St. Paul, and is a quick commute to both downtowns. It is a flourishing community with established <br />neighborhoods, 32 parks, and thriving retail and commercial development. <br />Goals for Strategic Planning <br /> Engage Department Heads and Council members in strategic discussions to identify priorities and <br />key goals that interpret the vision and aspirations of the community. <br /> Develop three to five-year strategic priorities with high level outcomes that include all the work of <br />the CITY. <br /> Ensure opportunity for advisory input from City Commissions and other key individuals. <br /> Align the strategic priorities with the current community survey data that express community <br />priorities, satisfaction, and suggestions for the future. <br />Approach <br />The Strategic planning process will engage Council members and Department Heads in reflective and <br />strategic discussions to prepare a plan for final consideration, budgeting, and ongoing decision-making. <br /> The consultant will: <br />o Help design the planning process, <br />o Draft documents for work sessions and strategic discussion, <br />o Consult the City Manager and planning committee regarding the process and seek interim <br />feedback regarding needs of the group, <br />o Facilitate the strategic planning-related Council/Department meetings, and <br />o Provide a draft of the new plan. <br /> <br />The plan will be provided in electronic format in word document or PDF or as negotiated by the parties. <br />Qbhf!38!pg!2:4 <br /> <br />
