Attachment C Strategic Plan Proposal June 26, 2024 This is a draft proposal submitted to the City of Roseville (CITY) by the Center for Policy, Planning, and Performance (CENTER) to provide consultant services for strategic planning. The contents are subject to change to better meet your needs. Context The CITYrecently completed a community-wide vision and aspiration process. This included extensive community engagement and participation. The results are updated vision, values and aspiration statements that guide the CITY and represent its residents. It now seeks to translate these higher–level statements into a strategic plan that identifies specific goals and measurements approved by the Council and Department Heads. The strategic plan will be used to inform the 2025 budget and organizational priorities for the next three to five years. Roseville’s mission is “To provide ethical, efficient, and responsive local government, in support of community aspirations, guided by policies of the City Council, and implemented by professional staff, to ensure that Roseville remains strong, vibrant, and sustainable for current and future generations.” Roseville is a vibrant suburban community conveniently located just north of Minneapolis and St. Paul with nearly 700 acres of public parks and some of the best shopping, dining and lodging in the Twin Cities. Roseville has 36,810 residents, but the community doubles in size everyday with visitors and workers venturing into the city. Located on I-35W & State Highway 36, Roseville borders Minneapolis and St. Paul, and is a quick commute to both downtowns. It is a flourishing community with established neighborhoods, 32 parks, and thriving retail and commercial development. Goals for Strategic Planning Engage Department Heads and Council members in strategic discussions to identify priorities and key goals that interpret the vision and aspirations of the community. Develop three to five-year strategic priorities with high level outcomes that include all the work of the CITY. Ensure opportunity for advisory input from City Commissions and other key individuals. Align the strategic priorities with the current community survey data that express community priorities, satisfaction, and suggestions for the future. Approach The Strategic planning process will engage Council members and Department Heads in reflective and strategic discussions to prepare a plan for final consideration, budgeting, and ongoing decision-making. The consultant will: o Help design the planning process, o Draft documents for work sessions and strategic discussion, o Consult the City Manager and planning committee regarding the process and seek interim feedback regarding needs of the group, o Facilitate the strategic planning-related Council/Department meetings, and o Provide a draft of the new plan. The plan will be provided in electronic format in word document or PDF or as negotiated by the parties. Qbhf!38!pg!2:4
