5 <br />Attachment C <br />Strategic Planning Session #2- Review Environmental Scan, Profile, SWOT Analysis <br />At this session, the staff presents the environmental scan and organizational profile, and the <br />consultant presents the SWOT analysis. In addition, relevant elements of Envision Roseville will be <br />referenced for connectivity and context. A facilitated discussion among the City Council and senior <br />staff will determine the strategic issues confronting the community. Ȩ4¸¯¨¢ ««¸Ǿ ͷȃ §®´±²ȁ 4§¨² <br />²¤²²¨® ¢®´«£ ¡¤ ¢®¬¡¨¤£ ¶¨³§ 3¤²²¨® ʹͶ ®± ʹȩ <br />a.Prepare and summarize data <br />b.Present to City Council and senior staff <br />c.Facilitate discussion <br />d.Determine strategic issues and challenges <br />Strategic Planning Session #3- Establish Priorities, Outcomes, Indicators, Targets <br />Based upon the strategic challenges identified in Session #2, the group will establish a set of 4-6 <br />strategic priorities. The group will then determine desired outcomes, key performance indicators, <br />and performance targetsin draft form. This will set the framework for measuring performance <br />and achieving results. The session may also address issues not completed at the previous session. <br />This effort will be informed by the environmental scan, profile, and SWOT analysis. <br />Ȩ4¸¯¨¢ ««¸Ǿ ȃ §®´±²ȁ 4§¨² ²¤²²¨® ¢®´«£ ¡¤ ¢®¬¡¨¤£ ¶¨³§ 3¤²²¨® ʹͷȩ <br />a.Prepare background materials <br />b.Review previous session discussion/results <br />c.Facilitate session <br />d.Summarize results <br />Operationalize into a Work Plan <br />Upon completion of a plan delineating outcomes and performance targets, the process moves to <br />implementation. The consultant will lead the staff from many levels through the development of strategic <br />initiatives, e.g.- projects that enable the achievement of targeted performance. This includes the creation <br />of action plansdetailed steps required to implement initiatives. To ensure accountability and <br />transparency, the actions are tracked and reported. This is often done via a software solutionfor <br />example, Envisio. <br />Strategic Plan Implementation #1Develop Strategic Initiatives/Action Plans <br />This session is conducted with the staff at multiple levels across the organization. The session <br />focuses on developing strategic initiatives and detailed action plans for each strategic priority, <br />aligned with outcomes and targets. Action plans must have sufficient detail to establish <br />accountability and make the effort real.
