Attachment 1 <br />202 a person in the Accountant position be given more responsibility. In this instance, it is proposed <br />203 that the current employee serving in the Accountant position be promoted to the Accounting <br />204 Manager position as part of the 2025 budget. This will not be an increase in the overall employee <br />205 count as the Accountant position will be left vacant once the promotion occurs. In the future, the <br />206 City will have the ability to hire a new employee in either the Accountant or Accounting Manager <br />207 position based on experience. Additional information about the position and the need for it is <br />208 included as an attachment to this memo from the Finance Director. <br />209 <br />210 Impact to tax levy in 2025: Increase of $2,070 (wages and benefits) <br />211 Increase in Full-Time Equivalent staff (FTE): 0 FTE <br />212 <br />213 Reclassification ofRecreation Supervisor – Golf to Recreation Manager – Cedarholm <br />214 When the new Cedarholm Community Building was constructed in 2016, changes were made to <br />215 staffing at Cedarholm to increase a part-time position to full-time Recreation Supervisor for Golf <br />216 in anticipation of an increase in the use of the facility and golf course. Since the opening of the <br />217 new building, facility use continues to grow with over 200 rentals per year, more complex alcohol <br />218 and food operations, and increased use of the property for non-golf Park and Recreation activities. <br />219 Based on the higher need for attention and focus on these activities, as well as keeping succession <br />220 planning in mind, the Parks and Recreation Director and I propose to reclassify the existing <br />221 Recreation Supervisor for Golf to Recreation Manager – Cedarholm. This change will better <br />222 characterize the duties the position undertakes and will allow for some shifting of duties from the <br />223 rental manager of Cedarholm Community Building to the existing Recreation Supervisor for <br />224 Facilities. This proposed change will not lead to an increase in staff count. Additional information <br />225 about the position and the need for it is included as an attachment to this memo from the Parks and <br />226 Recreation Director. <br />227 <br />228 Impact to tax levy in 2025: $0 (Increased cost is $4,490 in wages and benefits which will be paid <br />229 from the Golf Course fund <br />230 Increase in Full-Time Equivalent staff (FTE): 0 FTE <br />231 <br />232 Fire Department – Housing Officer/Fire Inspector <br />233 The Roseville Fire Department manages the City’s Multi-Family Housing Licensing Program. As <br />234 part of that program on-duty fire fighters/inspectors conduct regular inspections of multi-family <br />235 housing units during their shift. These inspectors also do building plan review and other fire code <br />236 inspections. Due to individual firefighter/inspection schedules and the increasing call volume, it <br />237 has proven to difficult to consistency perform all of the department’s review and inspection duties. <br />238 As part of the 2025 budget, the Fire Chief has requested the creation of a civilian Housing <br />239 Officer/Fire Inspector to take over the Fire Department’s inspection duties and thus free up the on- <br />240 shift firefighters to respond to calls. This position has been requested in the last two budget cycles <br />241 but was not ultimately included in past budgets.
