Attachment 1 <br />369 Costs for Supplies, Operations, and Contractual Services <br />370 The 2025City Budget incorporatesincreased costs for supplies, operations, and contractual <br />371 services. The net cost for this increase for levy-supported functions is $354,523in 2025. <br />372 <br />373 Strategic Use of Grant Funding <br />374 Grant Funding <br />375 The City has been diligent in securing alternative revenue funds to help offset the impact to local <br />376 property taxpayers. For the 2025 budget, I propose to use the following grant funds to offset new <br />377 costs: ARPA, Public Safety Aid, and Opioid Settlement Funds <br />378 <br />379 ARPA <br />380 The City received a total of $3.9 million as a result of the federal American Rescue Plan Act <br />381 (ARPA). We will have a small amount of ARPA funds remaining ($18,000) that can be utilized in <br />382 2025. <br />383 <br />384 Mental Health Coordinator (2) $18,000 (No tax levy impact) <br />385 As described earlier in this memo, the funding for the 2 mental health coordinators will be split <br />386 using various grant funds. I propose to use $18,000 in remaining ARPA funds to partially pay for <br />387 these two positions. Beginning in 2026 these positions will need to be funded with levy funds <br />388 unless other grant dollars can be secured. <br />389 <br />390 Opioid Settlement Dollars <br />391 As part of the state settlement with opioid manufacturers, the City of Roseville will be receiving <br />392 payments for the following 15 years. The opioid settlement funds must be spent on qualifying <br />393 expenditures that include opioid intervention, treatment, and education. We have been collecting <br />394 these funds for the past couple of years (and will continue into the future). As of July 31, 2024, the <br />395 City has received approximately $105,000 in settlement dollars. <br />396 <br />397 Mental Health Coordinator (2) $50,000 (No tax levy impact) <br />398 For the 2025 budget, I am proposing to use $50,000 of the opioid settlement funds to help fund the <br />399 2 Mental Health Coordinators embedded in the Police Department. As part of their work, the <br />400 embedded Mental Health Coordinators often encounter addiction issues combined with mental <br />401 health issues with the clients they work with. Using opioid settlement dollars to help fund <br />402 positions that will help those dealing with addiction issues and is an eligible use of the settlement <br />403 funds. <br />404 <br />405 Public Safety Aid <br />406 As part of the 2023 legislation, the City received $1,596,000 in “Public Safety Aid” (PSA) from <br />407 the State of Minnesota. The one-time appropriation can be used only be used for activity that <br />408 provides for public safety. To date, the City has expended/committed $1,418,546 of PSA funds as <br />409 shown in the table below. As the City did not need to use any PSA funds for the Commitment to <br />410 Diversity positions in the Police and Fire Departments, there is a total of $397,979 available as <br />411 shown in the table below. <br />13 <br />Qbhf!237!pg!417 <br /> <br />
