Attachment 1 <br />City Manager’s Office <br />Memo <br />To:Patrick Trudgeon, City Manager <br />From: Rebecca Olson, Assistant City Manager <br />Date: May 15, 2024 <br />Re: Administration Staffing Plan <br />Introduction <br />In response to the growing demands placed on our Human Resources (HR) division, I am writing to <br />formally request the inclusion of an HR Manager position in the recommended budget for 2025. This <br />request stems from the need to alleviate the significant workload currently handled by the Assistant <br />City Manager, who serves in dual roles as both the HR Director and HR Manager, as well as the <br />Department Head for the Administration department, in addition to duties specific to the role of <br />Assistant City Manager. <br /> <br />Current HR Structure and Workload <br />The HR division currently comprises an HR Generalist and an HR Assistant, handling the HR needs <br />of 205 full-time employees and approximately 150 seasonal employees and interns annually. This <br />structure is proving insufficient given the increased workload and evolving responsibilities of the HR <br />department. <br />Increased Workload and Responsibilities <br />The data below highlights the escalating demands on our HR department: <br />1. Total Applications and Job Postings: <br /> Applications have fluctuated significantly, peaking at 1698 in 2023. <br /> Job postings saw a steep rise from 36 in 2020 to 82 in 2022, and data through the <br />beginning of April indicate that there have already been 26 in 2024, putting the city <br />on trend for another busy year. <br />2. Hires Made: <br /> Previously, HR did minimal duties associated with seasonal hiring, however in an <br />effort to formalize the process, ensure compliance with the many HR-related laws and <br />regulations, and improved the privacy of data for applicants, HR staff has now taken <br />on a significant role in seasonal hiring.
