2.Whatare the desired outcomes in the community? What issue or gap does this <br />program or policy help solve? <br />This ordinance is being proposed to reduce the use of Styrofoam and other non-recyclable or non- <br />compostable materials in food service. By doing so, this ordinance supports the Minnesota Pollution <br />Control Agency’s Solid Waste Plan goals of reaching a 75% recycling rate by 2030. This is also meant to <br />support Ramsey & Washington’s food scraps pickup program, coming to Roseville in 2026. <br />While we want to increase our recycling rate from around 46% to 75% in Roseville, it’s also important to <br />find ways to reduce waste overall. Recycling is just one step in the right direction. Getting as close to <br />“zero waste” as we can is as important on a local scale as it is globally. Recycling end markets shift <br />over time, and while our current recycling hauler works hard to utilize as many Midwest-based end <br />markets (and all of their end markets are in North America), other haulers may ship recycling overseas <br />for countries in the Global South to manage. <br /> <br />For diners in Roseville from Hennepin County, their trash goes to the Hennepin Energy Recovery Center <br />(HERC), which will eventually be closed sometime between 2028 and 2040, creating an imperative need <br />to reduce the waste our communities generate. <br />3.Arethereanysimilarly relatedprograms or policies already in place? Are there any <br />similarly related RCA’s that have been completed in the past? <br />Roseville has several initiatives that align with a “Green to Go” ordinance, and demonstrate a strong <br />commitment to sustainability and environmental stewardship: <br /> <br /> Chapter 9 of our 2040 Comprehensive Plan (Resilience & Environmental Protection) sets forth a <br />goal to reduce emissions by 30% by 2025 and 80% by 2050, relative to 2005 levels.
