While <br />the ordinance would help foster a city-wide shift to sustainable food practices, some areas, <br />customers, and business owners will be affected differently – particularly, small businesses will be <br />more affected by this ordinance than large businesses with more capital and larger profit margins. <br />5.Whatare the racial demographics of those living in the areas impacted? Use most <br />recent Census or American Community Survey data for reference. See your <br />Department Head for access to mySidewalk reporting. MySidewalk is one of the <br />primary data sources used to retrieve demographic/geographical data. <br />We do not have racial demographics of restaurant ownership in Roseville. However, a National <br />Restaurant Association study indicates that 19% of restaurant businesses in Minnesota are <br />minority-owned vs 11% of all private sector businesses. <br />Take-out food ordering increased greatly following the onset of the COVID-19 pandemic, and <br />studies show that low-income households and young people (aged 18-44) are among the largest <br />users of restaurant delivery apps/websites. Should restaurants raise costs in response to an <br />ordinance, it may affect low earners in the Roseville and surrounding areas.
