STEP4:RACIALEQUITYCONSIDERATIONS
9.How does this proposed policy, program, initiative, or budget proposal help to
improveracialequity?Doesitdecreaseracialequityatall?Reflectontheinternalor
external factors that are likely to be contributing to the disparity.
Increase racial equity: reduce exposure to harmful chemicals in Styrofoam. When hot food comes
into contact with Styrofoam and other plastics, the increased heat increases the leaching of plastic
chemicals like bisphenols and phthalates. Composting and recycling produce fewer greenhouse gas
emissions than landfilling and incinerating waste, and expanding recycling programs creates new
employment opportunities for a wide variety of skill sets when recycled materials are reintroduced
into the product cycle.

Decrease racial equity: minority-owned businesses with tighter profit margins could struggle to
maintain profits with increased costs related to packaging and waste disposal. Language barriers
could make navigating the change difficult for non-English speakers. Cost increases to food in
response to packaging cost increases could affect low-income families dining at those locations.
STEP 5: WHAT IS YOURPLAN FOR IMPLEMENTATION?
10.What ongoing measures should beputinto place to minimize unforeseen harmto
historically underrepresented communities? (Examples: collecting and storing data,
conducting future impact analysis, ongoing monitoring)
Staff must prioritize in-person connections with minority and/or immigrant-owned businesses to
help them get connected with and navigate financial resource opportunities, such as BizRecycling
grants. Creating an inspection protocol that focuses more on education rather than punitive
measures or fines will help foster positive relationships and trust between businesses and city staff.
Qbhf!97!pg!417
