The Planning Commission is recommending the maximum buffers <br />39 allowed under the state law, as well as enacting buffers between cannabis <br />40 manufacturing and cultivating businesses in an effort to mitigate potential odor <br />41 impacts. <br />42 3. Whether to establish buffers to separate lower-potency hemp businesses from <br />43 certain uses or each other. The Planning Commission is not recommending buffers <br />44 for lower-potency hemp businesses. <br />45 4. Whether to register businesses or defer registration to Ramsey County (and other <br />46 questions related to this). The Planning Commission was not tasked with making a <br />47 recommendation on this question given it's not zoning related. <br />48 5. Whether to limit hours of retail operation. While this is not necessarily a zoning- <br />49 related matter, the Planning Commission did discuss this topic briefly and would <br />50 recommend limiting hours of operation for retail businesses to 10am–9pm. <br />51 6.
