<br />REQUEST FOR COUNCIL ACTION <br />Date: 9/9/2024 <br />Item No.: 7.d. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider City Council Appointment to Ramsey County League of <br />Local Governments Climate Action Workgroup (RCLLG-CLAW) <br />Subcommittee on Manufactured Home Climate Resiliency <br />1 <br />2 Background <br />3 The Ramsey County League of Local Governments (RCLLG) has a group of members that <br />4 are working on climate change and resiliency issues. The working group, Climate Action <br />5 Workgroup (CLAW), applied for and received a $50,000 grant from the Minnesota Pollution <br />6 Control Agency (MPCA) to conduct planning and outreach with the owners and residents in <br />7 manufactured home parks in Ramsey County. The work done as part of the grant will set <br />8 the stage for potential future public and private investments to improve weatherization and <br />9 climate resilience of manufactured homes. <br />10 <br />11 RCLLG- CLAW is looking for elected city representatives to serve on a subcommittee to <br />12 help provide strategic direction of the work and help develop and strengthen connections to <br />13 manufactured homeowners and residents in each community. The work is expected to take <br />14 9 -10 months. <br />15 <br />16 Policy Objectives <br />17 Among the City's aspirations is having "a community of thriving and diverse neighborhoods <br />18 with quality housing and businesses that meet the needs of, and provide opportunities for, <br />19 all people"; "a community that treasures and preserves natural areas and open space and <br />20 prioritizes environmental conservation and sustainability"; and "a city that fosters a strong <br />21 sense of community through effective and effective communication, effective engagement, <br />22 and collaborative decision-making". The work proposed to be done with grant funding for <br />23 manufactured home communities aligns with the Community Aspirations described above. <br />24 <br />25 Equity Impact Summary <br />26 Roseville has one manufactured home park; Roseville Estates at 2599 Lexington Ave. <br />27 Although the City does not have any direct information about demographics for the this <br />28 community, Census Tract 414, where it is located, shows key trends that highlight a slightly <br />29 younger and more diverse population compared to the rest of Roseville. Residents in this <br />30 area also have a lower per capita income compared to the rest of Roseville, and have a <br />31 lower poverty rate than the rest of the community. The Census Tract also includes more <br />32 residents that moved into the area in the past year and includes more foreign-born <br />33 individuals than the rest of Roseville.
