Demographic Information Census Tract 414 City of Roseville
Median Age 39 years old 41.2 years old
Race and Ethnicity 71% White, 29% BIPOC 72% White, 28% BIPOC
Income $50,730 $52,629
Poverty Rate 6.6% below poverty line 7.1% below poverty line
Geographic Mobility 16.8% moved since previous 13.3% moved previous year
year
Place of Birth 13.4% foreign-born 10.8% foreign-born
35
36 This demographic context is important, as manufactured home park residents across the
37 Twin Cities region tend to have lower incomes, with nearly 75% earning less than $60,000
38 annually. Additionally, over 50% of manufactured homes in Minnesota are over 30 years
39 old, making them more vulnerable to issues related to aging infrastructure, energy
40 inefficiency, and climate impacts.
41
42 The work being done through the RCLLG-CLAW and MPCA grant provides an opportunity
43 to address these issues by improving weatherization and climate resilience in
44 manufactured home communities. This aligns with Roseville's community aspirations to
45 promote quality housing and opportunities for all residents, environmental sustainability,
46 and effective engagement with diverse communities. Given the socioeconomic challenges
47 faced by manufactured home residents, this initiative represents an important step towards
48 equitable access to housing resources and climate resiliency efforts for a potentially
49 underserved population.
50
51
52
53 Budget Implications
54 None identified at this time.
55
56 Staff Recommendations
57 The City Council should discuss appointing a Councilmember to the RCLLG-CLAW
58 Manufactured Home subcommittee.
59
60 Requested Council Action
61 Motion to appoint a Councilmember to the RCLLG-CLAW Manufactured Home
62 subcommittee.
63
64
Patrick Trudgeon, City Manager
Prepared by:
None
Attachments:
65
Qbhf!:1!pg!26:
