<br />ATTACHMENT 1 <br />1 EXTRACT OF MINUTES OF MEETING <br />2 OF THE <br />3 CITY COUNCIL OF THE CITY OF ROSEVILLE <br />4 <br />5* * * * * * * * * * * * * * * * * <br />6 <br />7 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />rd <br />8 Roseville, County of Ramsey, Minnesota was duly held on the 23 day of September 2024, at <br />9 6:00 p.m. <br />10 <br />11 The following members were present: , , , , and Mayor . <br />12 and the following were absent: . <br />13 <br />14 Member introduced the following resolution and moved its adoption: <br />15 <br />16 <br />17 Resolution No. <br />18 RESOLUTION IDENTIFYING THE NEED FOR LIVABLE COMMUNITIES <br />19 DEMONSTRATION ACCOUNT FUNDING AND AUTHORIZING APPLICATION FOR <br />20 GRANT FUNDS <br />21 <br />22 <br />23 WHEREAS the City of Roseville (“City”) and the Roseville Economic Development <br />24 Authority (“Roseville EDA”) are eligible to apply for Livable Communities Demonstration <br />25 Account funds 2025 as determined by the Metropolitan Council; and <br />26 <br />27 WHEREAS the City and Roseville EDA have identified a proposed project (or projects) <br />28 within the City that meets the Demonstration Account’s purposes and criteria and is consistent <br />29 with and promotes the purposes of the Metropolitan Livable Communities Act and the policies of <br />30 the Metropolitan Council’s adopted metropolitan development guide; and <br />31 <br />32 WHEREAS the City and Roseville EDA have the institutional, managerial and financial <br />33 capability to ensure adequate project administration; and <br />34 <br />35 WHEREAS, the City intends that, if grant funds are awarded, they will be administered <br />36 by Roseville EDA; and <br />37 <br />38 WHEREAS the City certifies that it will comply, or ensure that REDA complies with all <br />39 applicable laws and regulations as stated in the grant agreement; and <br />40 <br />41 WHEREAS, the City intends to use the LCA Affordable Homeownership Funding grant <br />42 to support its Community Land Trust Program (the “Project”); and <br />43 <br />44 WHEREAS the City certifies that it will ensure that Roseville EDA complies with all <br />45 applicable laws and regulations as stated in the grant agreement; and <br />DOCSOPEN\\RS160\\5\\977335.v1-9/18/24 <br />Qbhf!341!pg!345 <br /> <br />
