Recycling RFP <br />87 a. 2024 Recycling RFP Proposal Discussion <br />88 Environmental Manager Ryan Johnson presented the 2024 Recycling RFP proposal <br />89 to the Commission. <br />90 <br />91 Chair Ficek asked what the base price was used to determine this. <br />92 <br />93 Mr. Johnson explained that the base proposal gave them a three-year or five-year <br />94 lease, city -owned or vendor -owned, and no revenue share. Those were the <br />95 significant components the staff was looking for in that. hL <br />96 <br />97 Mr. Johnson continued his presentation on the 2024 recycling RFP proposal review <br />98 of current annual costs and proposed a low bid for three-year and five-year <br />99 comparing city -owned carts and vendor -owned carts. <br />100 <br />101 Member Rudolf asked if the City went with City -owned carts, would there be a cost <br />102 to the mobilization part? <br />103 <br />104 Mr. Johnson indicated that it is already included in the cart quote. He reviewed <br />105 how the plan would work. <br />106 <br />107 Member Mueller asked how the cart replacement would work if the carts were City- <br />108 owned. <br />109 <br />110 Mr. Johnson explained the process the City would follow to add more carts and <br />111 replace carts in the program. <br />112 <br />113 Mr. Freihammer noted that the Toter quote the City received included a twelve- <br />114 year warranty, which was higher than the other quotes. The warranty would cover <br />115 repairs and replacements, and there would not be a mass cart purchase like this <br />116 the first time. <br />117 <br />118 Mr. Johnson reviewed random notes that each proposer brought to the table and the <br />119 price escalator from each one. <br />120 <br />121 Vice Chair Hodder asked where the different recyclers dispose of the material.
