<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 10/14/2024 <br />Item No.: 7.b. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Discuss and Consider Approval to Solicit Proposals for a <br />Comprehensive Evaluation of Police Resources and Operational <br />Efficiency <br />1 <br />2 Background <br />3 The Roseville Police Department (RPD) seeks the Council’s approval to solicit proposals for a <br />4 comprehensive evaluation of our police resource allocation and operational efficiency. This proposed <br />5 assessment is not simply a review of staffing levels, but a strategic and holistic analysis of the <br />6 department’s overall operations, resource deployment, and service delivery. The study will assess a <br />7 variety of factors, including staffing, scheduling practices, call volumes, response times, and the evolving <br />8 needs and priorities of the community. <br />9 <br />10 In light of the significant recruitment and retention challenges facing law enforcement nationwide, this <br />11 study will help ensure that RPD is deploying its resources as effectively and efficiently as possible, while <br />12 remaining aligned with community expectations. The goal is to identify innovative approaches to <br />13 optimize resource allocation, match staffing levels to service demands, and explore opportunities for <br />14 greater organizational efficiency. Additionally, a critical part of the study will include a review of current <br />15 officer scheduling, with a focus on considering the impacts on officer wellness. <br />16 <br />17 Over the past few years, the policing profession has faced unprecedented challenges, rapid changes, <br />18 and shifting expectations. While much attention has been given to recruiting and retaining officers, it is <br />19 equally important for police departments to continually assess the demand for services and how they <br />20 manage that demand. Departments must ensure that their operations reflect community expectations, <br />21 best practices, employee well-being, and key factors such as call volumes, local crime trends, and the <br />22 values of the community they serve. <br />23 <br />24 Many law enforcement agencies, particularly in Minnesota, are undertaking similar studies to identify <br />25 operational efficiencies and position their departments for future success. Local departments, such as <br />26 those in Burnsville, Maplewood, New Brighton, Oakdale, Minnetonka, Maple Grove, Richfield, Brooklyn <br />27 Center, and Hopkins, are either in the process of or have recently completed comprehensive <br />28 evaluations. These studies have been instrumental in helping agencies better understand resource <br />29 allocation and develop innovative solutions to meet community needs effectively. <br />30 <br />31 This study will take a comprehensive approach, evaluating all aspects of RPD operations, including <br />32 crime trends, public safety call volumes, policing styles, resource management, training, assets, and <br />33 community expectations. The results will provide crucial insights to guide RPD’s strategic planning and <br />34 ensure the department remains responsive to the needs and priorities of Roseville residents. <br />35 <br />36 The Roseville Police Department has never conducted a formal staffing assessment or external review <br />37 of its operations. The most recent internal review of scheduling and minimum staffing levels was <br />38 conducted by a patrol officer scheduling committee in 2008.
