Additionally, due to current staffing demands and workloads, RPD <br />41 does not have the internal capacity to complete such an evaluation independently. Bringing in an <br />42 external consultant will ensure a thorough, objective, data-driven, and expert analysis of the <br />43 department’s resources and operational needs. <br />44 <br />45 We request the Council’s support in approving this proposed staffing assessment. This initiative is <br />46 critical to ensuring that the Roseville Police Department remains adaptable, efficient, and fully aligned <br />47 with the expectations and priorities of our community. <br />48 <br />49 Policy Objectives <br />50 Roseville's mission is to provide ethical, efficient, and responsive local government in support of <br />51 community aspirations. The city is committed to maintaining a strong, vibrant, and sustainable <br />52 community for current and future generations. A comprehensive evaluation of the Roseville Police <br />53 Department's (RPD) operations and staffing will ensure alignment with the city's overall mission. <br />54 <br />55 The assessment will help RPD to meet community aspirations for safety. Additionally, the staffing <br />56 assessment will engage community members, fostering trust and transparency, and contributing to the <br />57 long-term success and resilience of our community. <br />58 <br />59 By undertaking this evaluation, RPD will be better equipped to respond to the community's evolving <br />60 needs and expectations. <br />61 <br />62 Equity Impact Summary <br />63 The proposed staffing assessment study aims to promote equity and inclusion by ensuring that the <br />64 Roseville Police Department's (RPD) strategies and resource allocations reflect the diverse needs of the <br />65 community. The assessment provides an opportunity to review current operations, identify any service <br />66 gaps, and ensure the fair and equitable distribution of police resources throughout Roseville. By taking a <br />67 holistic look at RPD’s operations, the study will help us better understand how to align services with the <br />68 unique needs and values of all segments of the community, particularly those who may have been <br />69 historically underserved or marginalized. <br />70 <br />71 A key component of this assessment is engaging with the community to ensure that their voices are <br />72 heard, especially from underrepresented groups. It is crucial that the study includes input from residents <br />73 who have diverse perspectives, as they provide valuable insights into how policing can best meet the <br />74 needs of all community members. Hearing directly from these groups will help shape the department’s <br />75 priorities, making sure that RPD’s service delivery matches the expectations and safety concerns of the <br />76 entire Roseville population. <br />77 <br />78 Roseville's mission is to provide ethical, efficient, and responsive local government in support of <br />79 community aspirations. Engaging community members in this process will not only enhance public trust <br />86 but also contribute to the long-term success and resilience of the department and the city as a whole.By <br />87 undertaking this evaluation, RPD will be better positioned to adapt to the community's evolving needs <br />88 and expectations, ensuring that we are both responsive and inclusive in our approach to public safety. <br />89 <br />90 Budget Implications <br />91 The estimated cost for a comprehensive staffing study is between $80,000 and $90,000, based on <br />92 similar studies conducted by comparable departments. It is proposed that this assessment be funded <br />93 through State of Minnesota Public Safety Aid provided to the city during the 2023 legislative <br />94 session.
