$69,813 of Public Safety Aid available in 2025. It should be noted that the 2025 Preliminary Budget
allocates $189,856 of Public Safety Aid towards funding for 2 mental health coordinators. The City has
applied for state grant dollars to help pay for those positions. While the City has not heard from the
State regarding the grant, staff is hopeful that grants funds will be made available to the City, which
would allow for more Public Safety Aid to be used. If the City Council authorizes seeking proposals for
the comprehensive staffing assessment, staff will bring forward information on the exact details of how
the study would be funded as part of the Council case asking to enter into the contract with the
consultant.

Investing in this study will provide valuable insights that will help guide the Roseville Police Department
(RPD) in effectively meeting the evolving public safety needs of our community. The findings will guide
the department's strategic planning and ensure it is positioned for long-term success.

Additionally, the results of the study could aid the department in seeking grants if additional resources or
tools are identified that would help improve operational efficiencies. These opportunities could help
offset future costs and provide supplemental funding to implement any recommendations from the study.

Staff Recommendations
Staff recommends that the Council approve the Roseville Police Department's request to solicit
proposals for a comprehensive staffing assessment. This assessment will help ensure that the
department’s operations are aligned with community expectations, best practices, and the city's overall
mission, while positioning RPD to effectively meet current and future public safety needs.

Requested Council Action
Approve the Roseville Police Department's request to solicit proposals for a comprehensive staffing
assessment.

Erika Scheider, Chief of Police
Prepared by:
None
Attachments:

Qbhf!63!pg!65
