<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 10/21/2024 <br />Item No.: 10.d. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Accept Grant Funding through the United States Department of <br />Justice to Seek Accreditation <br />1 <br />2 Background <br />3 On June 2, 2024, the City Council authorized the Roseville Police Department (RPD) to submit a grant <br />4 application to the U.S. Department of Justice (DOJ) to pursue accreditation. RPD requested $250,000 to <br />5 cover personnel costs for a temporary accreditation manager, along with funding for training, overtime, <br />6 and necessary supplies. In late September, RPD was notified that it had been awarded the full $250,000 <br />7 grant. The grant period is two-years. <br />8 <br />9 Accreditation, a voluntary process that involves law enforcement agencies adopting and maintaining <br />10 standardized policies and procedures, offers significant benefits for both the police department and our <br />11 community. It ensures that RPD’s policies and procedures align with nationally recognized best <br />12 practices, enhancing the overall efficiency and effectiveness of law enforcement. Additionally, <br />13 accreditation promotes transparency and accountability by setting clear, measurable standards for <br />14 performance. Importantly, this process plays a crucial role in building trust and legitimacy within the <br />15 community. By pursuing accreditation, RPD demonstrates its commitment to upholding the rights and <br />16 dignity of all residents while providing equitable and effective policing services. Strengthening <br />17 community-police relations is a critical step toward creating a safer and more inclusive environment for <br />18 everyone. <br />19 <br />20 In 2023, the Minnesota Chiefs of Police Association (MCPA) received a DOJ grant to establish a <br />21 statewide accreditation program. Previously, Minnesota lacked a state-specific accreditation body, and <br />22 national options were often cost-prohibitive for mid-sized and smaller agencies. The MCPA will begin <br />23 accepting accreditation applications in early 2025, providing an accessible pathway for departments like <br />24 RPD. <br />25 <br />26 RPD now seeks Council approval to accept the grant funds as outlined in the attached grant agreement. <br />27 Additionally, as the accreditation manager position is not currently part of the city’s compensation plan or <br />28 2025 budget, we request approval for this temporary two-year position. <br />29 <br />30 Accreditation Manager (New Temporary Position) <br />31 The Police Accreditation Manager is a civilian position responsible for assisting the Roseville Police <br />32 Department (RPD) in obtaining initial accreditation through the Minnesota Chiefs of Police <br />33 Association. The position is responsible for resolving quality assurance and accreditation issues to <br />34 help RPD meet accreditation status. The position is a two-year grant-funded, full-time position. <br />35 <br />36 SALARY: Hourly rate: $43.04 - $52.91 or annual salary of $89,523.20 - $110,052.80 <br />37 <br />38 The City Attorney has reviewed and approved the grant award and agreement. <br />39 <br />Page 1 of 2 <br />Qbhf!262!pg!286 <br /> <br />
