The City of Roseville is committed to creating a <br />43 welcoming and inclusive environment for all residents, promoting equitable service, and celebrating the <br />44 diversity that strengthens our community. Seeking accreditation is a vital step in advancing these values. <br />45 It provides a framework for ensuring that the Roseville Police Department (RPD) continues to operate <br />46 with the highest standards of professionalism, transparency, and accountability. <br />47 <br />48 By pursuing accreditation, RPD reinforces the city's dedication to excellence, integrity, and public <br />49 service, while furthering efforts to build trust, legitimacy, and a safer, more equitable Roseville for all. <br />50 <br />51 Equity Impact Summary <br />52 Through the accreditation process, the Roseville Police Department (RPD) reaffirms its commitment to <br />53 upholding the rights and dignity of all residents, particularly those who have historically faced systemic <br />54 racism and injustice by government institutions. Building trust and legitimacy within marginalized <br />55 communities is critical, and accreditation serves as a key tool in achieving this goal. By undertaking a <br />56 comprehensive review of our policies and practices, RPD seeks to ensure that our operations are fair, <br />57 equitable, and just for all community members. <br />58 <br />59 Accreditation also promotes open dialogue, fostering deeper connections with those who have been <br />60 disproportionately affected by discriminatory practices. The grant application has the strong backing of <br />61 the Roseville Police Department Multicultural Advisory Committee (MAC), which supported the <br />62 application and submitted a letter of support. This collaboration highlights our shared commitment to <br />63 advancing racial equity and rebuilding trust in law enforcement, ensuring that our efforts align with the <br />64 values and needs of the entire Roseville community. <br />65 <br />66 Budget Implications <br />67 The grant has no city-match requirements. The Accreditation Manager position, including salary and <br />68 fringe benefits, would be funded through the grant. Additionally, the grant will cover the costs of essential <br />69 items such as a computer, accreditation fees, training, software, office supplies, and officer overtime for <br />70 those assisting in the accreditation process. RPD does not anticipate extending the Accreditation <br />71 Manager position beyond the two-year grant period, as the role is intended to be temporary for the <br />72 duration of the initial accreditation process. <br />73 <br />74 Staff Recommendations <br />75 Staff recommends that the Council authorize the Roseville Police Department (RPD) to accept the two- <br />76 year funding awarded by the U.S. Department of Justice to pursue accreditation through the Minnesota <br />77 Chiefs of Police Association, the state's designated accreditation body.
