<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 10/21/2024 <br />Item No.: 10.e. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Accept State of Minnesota Intensive Comprehensive Peace Officer <br />Education and Training (ICPOET) Grant Award <br />1 <br />2 Background <br />3 On December 4, 2023, the City Council approved the application for the Intensive Comprehensive <br />4 Peace Officer Education and Training (ICPOET) grant funding. This program provides vital financial <br />5 support to Minnesota law enforcement agencies grappling with unprecedented hiring challenges. It is <br />6 specifically designed to recruit individuals with two- or four-year degrees in fields outside of law <br />7 enforcement who are seeking to transition into policing careers. <br />8 <br />9 The Roseville Police Department (RPD) successfully applied for the first round of funding and was <br />10 awarded $100,000. On April 22, 2024, the City Council approved the acceptance of these grant funds. <br />11 The initial award was intended to support two eligible candidates, providing up to $50,000 each in <br />12 reimbursement to cover the costs of an eight-month comprehensive training curriculum. Additionally, <br />13 candidates could earn a salary funded through the grant while attending school. Those eligible were <br />14 expected to begin the cohort in October 2024 and complete the program by March 2025. <br />15 <br />16 Unfortunately, RPD was unable to recruit any eligible candidates for the fall program, resulting in the <br />17 unutilized grant funding being returned to the state. <br />18 <br />19 In response to ongoing hiring challenges, the State of Minnesota released a second round of funding <br />20 earlier this fall. Under the new grant agreement, the next ICPOET cohort is anticipated to commence in <br />21 February/March 2025 and conclude in July 2025. RPD submitted an updated grant application for this <br />22 second round and was selected to receive $100,000 to fund two candidates' tuition and salary. <br />23 <br />24 The grant contract has been reviewed and approved by the City Attorney. <br />25 <br />26 Policy Objectives <br />27 Allow the Roseville Police Department to enter into a grant contract agreement with the Minnesota <br />28 Department of Public Safety, commencing Intensive Comprehensive Peace Officer Education and <br />29 Training (ICPOET) grant activities, thereby advancing the City’s commitment to public safety through <br />30 supporting innovative law enforcement hiring initiatives. <br />31 <br />32 Equity Impact Summary <br />33 The Roseville Police Department is dedicated to fostering a workforce that genuinely reflects the <br />34 diversity and lived experiences of our community. By accepting the ICPOET grant funding, we will <br />35 expand opportunities for historically underrepresented candidates considering a transition into law <br />36 enforcement. This initiative helps remove financial barriers that may deter potential candidates. <br />37 <br />38 As our city continues to grow and diversify, it is essential that we recruit police officers who embody a <br />39 variety of voices, perspectives, and experiences.
