Maintenance and Operations Standards (Standard 7.5): Accredited agencies
must develop, implement, and review maintenance standards to ensure that parks
and facilities are maintained at a high level to meet the community's needs.

These are just a few of the many rigorous standards that the department has demonstrated
compliance with as part of its reaccreditation. Reaccreditation is required every five years
to ensure continuous improvement and ongoing compliance with accreditation standards.
The reaccreditation process takes roughly one year and includes a written self-assessment,
and an audit (now conducted virtually) by three reviewers who are parks and recreation
professionals in other cities. Roseville met all 154 standards during this year's
reaccreditation process.

Staff will briefly share a video that provides an overview of how accreditation benefits our
community, and recognize the effort that Parks and Recreation staff put into their sixth
reaccreditation.

Policy Objectives

Equity Impact Summary
Accreditation through CAPRA strengthens equity for historically underrepresented
populations by setting standards that promote inclusivity and fairness in parks and
recreation services. The accreditation process requires agencies to engage in Community
Involvement (Standard 2.9), ADA Transition Planning (standard 2.10), Outreach to
Diverse Underserved Populations (Standard 6.3.1), and more. This approach helps
eliminate barriers to participation and ensures that programs and facilities are welcoming
and reflective of the entire community.

Budget Implications
The CAPRA program requires accredited agencies to adopt best practices related to official
financial management (Standard 5.2) and budget management (several standards).

Staff Recommendations
Receive a brief presentation on the CAPRA accreditation program, highlighting the
department’s achievements and the benefits of continued accreditation to the community.

Requested Council Action
Receive a brief presentation on the CAPRA accreditation program, highlighting the
department’s achievements and the benefits of continued accreditation to the community.

Matthew L.
