<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 11/4/2024 <br />Item No.: 5.b. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Recognize Parks and Recreation Department's Reaccreditation in <br />the Commission for Parks and Recreation Accreditation Program <br />1 <br />2 Background <br />3 The City of Roseville’s Parks and Recreation Department has recently achieved <br />4 reaccreditation through the Commission for Accreditation of Park and Recreation Agencies <br />5(CAPRA), administered by the National Recreation and Parks Association (NRPA). CAPRA <br />6 is the only national accreditation for parks and recreation agencies, ensuring that <br />7 accredited organizations meet the highest standards in quality, management, and service <br />8 to the community. <br />9 <br />10 Roseville is one of only four accredited agencies in Minnesota and one of just six agencies <br />11 in the United States that have maintained their accreditation since the program's inception <br />12 in 1993. Nationwide, there are currently 206 accredited departments, further highlighting <br />13 the significance of this achievement. <br />14 <br />15 Accreditation is based on meeting 154 comprehensive standards, of which 36 are <br />16 fundamental, addressing key areas such as governance, fiscal responsibility, program <br />17 management, public safety, and resource management. To illustrate the rigor of the <br />18 accreditation, the following examples of CAPRA standards provide insight into the high <br />19 level of operational excellence required: <br />20 Master Planning (Standard 2.4): Accredited agencies must maintain a <br />21 comprehensive Park and Recreation System Master Plan that outlines strategies for <br />22 facilities, program development, parkland acquisition, and long-term management. <br />23 This plan is updated periodically and linked with a capital improvement budget, <br />24 ensuring that the department’s services align with community needs and future <br />25 growth. <br />26 Program Evaluation (Standard 6.2 and 10.1): The department is required to <br />27 establish a systematic process for evaluating recreational programs and services to <br />28 ensure they meet the needs of the community. <br />29 Community Involvement (Standard 2.9): The agency is required to effectively <br />30 engage with the community to ensure diverse voices are included in the planning <br />31 process, including outreach to underserved populations. <br />Page 1 of 2 <br />Qbhf!:!pg!297 <br /> <br />
