<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 1/6/2025 <br />Item No.: 11.h. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Professional Services Agreement with The Axtell Group to <br />Conduct a Comprehensive Evaluation of Police Resources and <br />Operational Efficiency <br />1 <br />2 Background <br />3 The Roseville Police Department (RPD) seeks the Council's final approval of a Professional Services <br />4 Agreement (PSA) with The Axtell Group to conduct a comprehensive evaluation of the department’s <br />5 resource allocation and operational efficiency. <br />6 <br />7 On October 14, 2024, the Council authorized RPD to solicit proposals for this study. The department <br />8 received seven proposals, which were evaluated by a committee of city and police leaders. After a <br />9 thorough review, The Axtell Group was unanimously ranked as the top firm based on their <br />10 qualifications, proposed approach, and alignment with the study’s goals. <br />11 <br />12 On December 2, 2024, staff presented the results of the RFP process to the Council, which approved <br />13 moving forward with The Axtell Group. <br />14 <br />15 The attached PSA was drafted and reviewed by the city attorney and subsequently reviewed and <br />16 approved by The Axtell Group. RPD now requests the Council’s final approval of the PSA to initiate <br />17 the evaluation as outlined in the RFP and The Axtell Group’s proposal. <br />18 <br />19 This study represents a critical step in ensuring that RPD’s resources and operations are aligned with <br />20 community needs and expectations, positioning the department for long-term success. <br />21 <br />22 Policy Objectives <br />23 Roseville’s mission is to provide ethical, efficient, and responsive local government in support of the <br />24 community’s aspirations. The city is committed to fostering a strong, vibrant, and sustainable <br />25 community for current and future generations. A comprehensive evaluation of the Roseville Police <br />26 Department’s (RPD) operations and staffing aligns with this mission by advancing the community’s <br />27 aspiration for safety and well-being. <br />28 <br />29 This evaluation will enable RPD to optimize its resources, ensuring the department remains <br />30 responsive to the community’s evolving needs and expectations.
