<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 1/6/2025 <br />Item No.: 8.a. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve County Road C Project, Pathway/Midblock Crossings <br />1 <br />2 Background <br />3 On April 15, 2024, Ramsey County’s project manager, Joey Lundquist, and Alysa Johnson <br />4 from SRF Consulting presented project information (Attachment 2) to the City Council. Over <br />5 the last year, Ramsey County, in collaboration with the cities of Roseville and Little <br />6 Canada, has worked to redesign County Road C (CSAH 23) between Lexington Avenue <br />7 and Little Canada Road. This redesign will include a 4-to-3 lane conversion of County Road <br />8 C, complete with a continuous center left turn lane. The roadway will be resurfaced and <br />9 restriped. Traffic signals will be replaced at Rice Street and Lexington Avenue. The project <br />10 will also be looking at pedestrian/bicycle needs and updating those facilities for the project <br />11 area. The current layout shows the addition of an eight-foot bituminous pathway on the <br />12 north side of County Road C between Western Avenue and Rice Street and bike lanes on <br />13 both the north and south sides for the length of the project with the new lane configuration. <br />14 The project also includes preparing plans to replace the bridge over BNSF railway west of <br />15 Victoria Avenue and preparing an intersection control evaluation for the intersection of <br />16 Victoria Street and County Road C. Both will be future construction projects and are <br />17 currently unfunded. <br />18 <br />19 The County has held two open houses to date on the project. The first was held May 21, <br />20 2024, and the second on October 16, 2024. A summary of the first public engagement is <br />21 included in Attachment 4. Once the preliminary layout is finalized, Ramsey County <br />22 anticipates holding a third open house later in the spring of 2025. <br />23 <br />24 More information about the project can also be found on the project website: <br />25 ramseycounty.us/residents/roads-transportation/future-road-projects/future-road- <br />26 construction-projects/county-road-c. <br />27 <br />28 At the November 4, 2024 City Council meeting, the City received a petition (Attachment 3) <br />29 from residents to remove the pathway from the project and to eliminate the mid-block <br />30 crossings. Staff needs direction from Council as to whether these elements should still be <br />31 included with the project. Ramsey County hopes to finish preliminary design in the next few <br />32 months so they can begin right-of-way (ROW) acquisition.
