All residents between County Road B2 and County <br />38 Road C2, from Western Avenue to Rice Street, received the mailing. <br />39 <br />40 Roseville Public Works staff supports the improvements as proposed. Below is some <br />41 additional information on the two elements petitioned to be removed from the project. <br />42 <br />43 Pathway Improvements - Based on the existing Pathway Master Plan (Attachment 5) and <br />44 the preliminary bike plan, staff has been working with Ramsey County to add an eight-foot <br />45 bituminous pathway on the north side of County Road C between Western Avenue and <br />46 Rice Street. This segment (Segment 5) has been identified for pathway improvements for <br />47 over 20 years. The Pathway Master Plan indicates construction of a sidewalk but, based on <br />48 current practices, staff proposed changing this to a bituminous trail. A bituminous trail is <br />49 more user-friendly since it accommodates both pedestrians and bikers of all ages and <br />50 abilities and is easier to maintain long-term than a sidewalk. The Pathway Master Plan <br />51 identifies the rest of County Road C to have pathways on both sides, similar to County <br />52 Road C west of Lexington Avenue. Due to cost concerns, staff only proposed adding the <br />53 Western – Rice segment with this project, since it provides the best overall benefit and is <br />54 cost effective to install at this time. Segments between Victoria Street and Western Avenue <br />55 would require significant additional right-of-way which would add significant cost. Due to <br />56 other pathway commitments (Hamline Avenue, Lexington Avenue, Victoria Street), funding <br />57 is not available at this time. A future project could be completed at a later date if more <br />58 funding is available. The Western Avenue to Rice Street segment connects seven <br />59 north/south city streets and eliminates the need to cross the street unless that is desired. If <br />60 this pathway segment is installed it would allow crossings to be channelized to mid-block <br />61 locations. This, in turn, would also allow for pedestrian refuge islands to be installed which <br />62 provide additional safety. Pedestrian refuge islands cannot be installed at intersections as <br />63 that would eliminate left turn lanes. <br />64 <br />65 Mid-Block Crossings/Pedestrian Refuge Islands - With the addition of the pathway on the <br />66 north side of County Road C, there is an opportunity to install mid-block crossings and <br />67 pedestrian refuge islands to address existing safety issues along this segment. The overall <br />68 goal of mid-block crossings and pedestrian refuge islands are to make crossing more <br />69 accessible and safer for non-motorized users. Moving the crosswalk from the intersection <br />70 does not prevent crossing at the intersections. Per State Statute § 169.21, all intersections <br />71 are crosswalks, regardless of whether they are marked or not. Moving the marked <br />72 pedestrian crossing from the intersection to midblock reduces many of the conflicting <br />73 turning movements and allows for a safer crossing (pedestrian refuge island) at a location <br />74 with a documented pedestrian crash history. Only one lane of traffic needs to be crossed at <br />75 a time, so the overall distance is greatly reduced. The pedestrian refuge island provides a <br />76 place to stop for those crossing, if needed. Additionally, refuge islands can provide a more <br />77 enhanced visual queue to motorists of the crossing and can provide traffic calming which <br />78 may reduce speeds. <br />79 <br />80 The City of Roseville has two similar mid-block crossings. One is on Old Highway 8 near <br />81 Sandcastle Park. The second is on Terrace Drive between Fairview Avenue and Lincoln <br />82 Drive for the Twin Lakes Trail crossing. Ramsey County has existing mid-block crossings <br />83 on Rice Street just south of Lake McCarrons County Park for the Trout Creek Trail crossing <br />84 and three on Larpenteur Avenue between Dale Street and Rice Street.
