REQUEST FOR COUNCIL ACTION
Date: 1/6/2025
Item No.: 8.b.
Department Approval City Manager Approval

Item Description: Approve Public Works 2025 Work Plan

Background
Each year, Public Works staff monitors and evaluates the condition of City infrastructure
systems to develop capital improvement plans. We also work closely with other agencies,
including watersheds, Ramsey County, and MnDOT, to make improvements to our systems
as part of their projects within Roseville. The following construction projects (Attachment 1)
and initiatives are recommended for 2025. The proposed work plan is consistent with the
20-year capital improvement plan and pavement management program policies.

The overall construction cost of the Public Works 2025 Work Plan is approximately $5.7
million.

Staff presented the Public Works 2025 Work Plan to the Public Works, Environment and
Transportation Commission on November 26, 2024. The draft meeting minutes are
included as Attachment 2.

1. Pavement Management Program (PMP): Each year, the Public Works Department
evaluates street pavement needs based on the City’s Pavement Management Program.
Streets in marginal condition are recommended for mill and overlay – next year 5.1 miles of
roads are proposed to be milled and overlayed, and 0.7 miles reclaimed, if bid prices are
favorable. Spot curb replacements are also done at the same time. The work will be funded
by the Street Replacement Fund.

2. Pathways/Parking Lots: Four new pathways proposed for 2024 have shifted to 2025:

• Lexington Avenue from TH36 to County Road B;
• From Western Avenue into Tamarack Park;
• Between the Wagner Avenue and Western Avenue cul-de-sacs; and
• Twin Lakes Trail Phase 2 south of Oasis Pond.

Additionally, the following pathways are proposed to be resurfaced:

• County Road C from Long Lake Road to Cleveland;
Page 1 of 4
Qbhf!69!pg!33:
