Ramsey County also has two similar crossings nearby in Arden Hills on Hamline <br />88 Avenue between County Road F and Highway 96. <br />89 <br />90 Policy Objectives <br />91 It is a City goal to create a sustainable, safe, and accessible transportation network by <br />92 encouraging more efficient use of existing roadways and limiting the need for future <br />93 roadway expansion. <br />94 <br />95 Equity Impact Summary <br />96 The proposed project, including the addition of a pathway on the north side of County Road <br />97 C between Western Avenue and Rice Street, will improve traffic safety and accessibility for <br />98 all right-of-way users. Additionally, it will improve facilities for non-motorized traffic and <br />99 upgrade pedestrian ramps to meet ADA standards. <br />100 <br />101 Budget Implications <br />102 Per Ramsey County’s Cost Participation Policy, Roseville and Little Canada may <br />103 participate in the design fees, right-of-way acquisition, and construction currently budgeted <br />104 in the County’s Transportation Improvement Plan (TIP). Based on similar projects on <br />105 County Roads, costs for pathway improvements and any right-of-way are split 50:50 <br />106 between the County and the City. The draft 2025-2029 TIP shows the local share for the <br />107 project to be $900,000. This includes costs for both Little Canada and Roseville. Roseville <br />108 staff anticipates the cost for Roseville is most likely between $500,000-$600,000 based on <br />109 similar projects. Roseville anticipates using Municipal State Aid funds for our share. The <br />110 estimated project cost would be finalized once the project scope is determined and the <br />111 plans are at 30%. A cooperative construction agreement would be prepared and would <br />112 include the City’s costs.
