<br />REQUEST FOR COUNCIL ACTION <br />Date: 1/6/2025 <br />Item No.: 8.d. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider Approval of Roseville's 2025 Legislative Priorities <br />1 <br />2 Background <br />3 At the December 2, 2024 meeting, the City Council reviewed the adopted 2024 City Legislative Priorities <br />4 in anticipation of creating the City's 2025 Legislative Priorities. Based on that discussion, the City <br />5 Council directed staff to adjust the Legislative Priorities as follows: <br />6 <br />7 Retain the following priorities as part of the 2024 Legislative Priorities <br />8 High Priority Items <br />9 Seek financial support for capital improvements for the state and regional asset of the Guidant <br />10 John Rose Minnesota OVAL and support facilities through the State Bonding Bill <br />11 Enact statewide Licensing of Massage Therapists <br />12 Modify existing state law regarding park dedication to allow for collection of park dedication fees <br />13 on new development without the requirement that the land must be subdivided <br />14 Allowing a Taproom and Cocktail Room on the same premise (Check with Bent Brewstillery if <br />15 this is still an active legislative proposal) <br />16 Allow local units of government to designate which licensed ambulance service provider may <br />17 serve their community and to determine the appropriated level of service and response <br />18 times (Moved from Other Priorities) <br />19 Other Priorities <br />20 Creation of sustainable alternative funding sources for Cable Commissions (moved from High <br />21 Priority) <br />22 Funding for Mental Health Voluntary Engagement (Check with Ramsey County on status) <br />23 Allow for the use of city websites or other technology-based methods for official notices <br />24 Implement Police Officer arbitration reform <br />25 Racial Equity Data (Bring back more information on what this request is) <br />26 Amend State Building Code Chapter 1306 to Allow Municipalities to Require Sprinkler Systems <br />27 in R-2 (Multi-Family) Occupancy Group <br />28 Support legislative efforts to require the Department of Labor and Industry to adopt an advanced <br />29 energy standard as part of the State Building Code and other legislative efforts to support zoning <br />30 and financial incentives at the local level to encourage sustainable building design, construction, <br />31 and operation strategies that aim to lower overall greenhouse gas emissions <br />32 Continued funding for local governments to address emerald ash borer <br />33 Without limitation, amend state law to provide for the opportunity for city officials, City Council <br />34 members, and City Commission members to participate virtually at city meetings from a remote <br />35 location without having to open the remote location to the public as long as at least one publicly <br />36 accessible location is offered <br />37 Continued funding for mental health services and funding for public safety <br />Page 1 of 3 <br />Qbhf!:5!pg!33: <br /> <br />
