38 Add the following new items to the 2025 Legislative Priorities <br />39 Support legislation providing Ramsey County Economic Development Authority powers (Other <br />40 Priorities) <br />41 <br />42 Remove the following items from the 2025 Legislative Priorities: <br />43 Clarify law regarding the use of force by School Resource Officers <br />44 Receive authorization to utilize existing Funds in TIF District 17 (Twin Lakes) to assist in <br />45 redevelopment and environmental remediation <br />46 Improve transparency of information on property tax notices sent by counties <br />47 Allowing a Taproom and Cocktail Room on the same premise <br />48 In regard to the removal of the priority regarding taprooms and cocktail rooms, the City Manager spoke <br />49 with Bartley Blume of Bent Brewstillery, who stated that they are no longer pursuing that legislation, and <br />50 it can be removed from the City's legislative priorities. Staff checked with Ramsey County and learned <br />51 that they will not have a specific ask of the Legislature this session for funding for services related to <br />52 mental health voluntary engagement. Therefore, that priority can also be removed. <br />53 <br />54 Staff has also decided to remove the priority regarding Racial Equity Data. It was originally proposed to <br />55 encourage the state to make more demographic information about residents, businesses, and <br />56 communities available so that staff would have more information to assist our work on equity <br />57 priorities. However, the original request did not specify what the actual legislative request would be and <br />58 without a clear understanding at this time of what the City is seeking, staff believes this priority should be <br />59 removed at this time. Staff will continue to consider this need, and may bring forward a future request if it <br />60 is deemed that a legislative action is desirable. <br />61 <br />62 With the above-mentioned changes, the City's Legislative Priorities are as follows: <br />63 <br />64 High Priority Items (Items that the City of Roseville will directly advocate for passage by the <br />65 Legislature) <br />66 Seek financial support for capital improvements for the state and regional asset of the Guidant <br />67 John Rose Minnesota OVAL and support facilities through the State Bonding Bill <br />68 Enact statewide Licensing of Massage Therapists <br />69 Modify existing state law regarding park dedication to allow for collection of park dedication fees <br />70 on new development without the requirement that the land must be subdivided <br />71 Allow local units of government to designate which licensed ambulance service provider may <br />72 serve their community and to determine the appropriated level of service and response times <br />73 Other Priorities (Items the City of Roseville supports but will let other organizations directly <br />74 advocate for passage by the Legislature) <br />75 Creation of EDA powers for Ramsey County <br />76 Creation of sustainable alternative funding sources for Cable Commissions <br />77 Allow for the use of city website or other technology-based methods for official notices <br />78 Implement Police Officer arbitration reform <br />79 Amend State Building Code Chapter 1306 to Allow Municipalities to Require Sprinkler Systems <br />80 in R-2 (Multi-Family) Occupancy Group <br />81 Support legislative efforts to require the Department of Labor and Industry to adopt an advanced <br />82 energy standard as part of the State Building Code and other legislative efforts to support zoning <br />83 and financial incentives at the local level to encourage sustainable building design, construction, <br />84 and operation strategies that aim to lower overall greenhouse gas emissions <br />85 Continued funding to local governments to address emerald ash borer <br />86 Without limitation, amend state law to provide for the opportunity for city officials, City Council <br />87 members, and City Commission members to participate virtually at city meetings from a remote <br />Page 2 of 3 <br />Qbhf!:6!pg!33: <br /> <br />
