1 <br />(d) <br />New development property, or property which has altered its land use within the <br />2 <br />past three years, shall be assessed at 100% of the city's expense for the <br />3 <br />improvement. <br />4 <br />(e) <br />Water services shall be assessed on a per service basis at 100% of the city's <br />5 <br />expense for such services. <br />6 11. <br />Streetlight <br />Installation Projects: <br />7 <br />(a) <br />Shall be assessed on a front footage basis and as follows: <br />8 <br />(b) <br />All properties within 150 feet (street frontage) of each light shall be considered <br />9 <br />for assessment. <br />10 <br />(c) <br />City staff shall determine the number and locations of lights that could have been <br />11 <br />installed under the "standard street light" section of the City's Street light policy. <br />12 <br />The maintenance cost for these lights will be deducted from the overall project <br />13 <br />cost. <br />14 <br />(d) <br />100% of the additional costs for an "enhanced street light" project shall be <br />15 <br />specially assessed. The additional costs for an "enhanced street light" project <br />16 <br />shall include; cost of installation of enhanced streetlights, cost of operation & <br />17 <br />maintenance (pro -rated for 25 years), administrative costs, minus "standard street <br />18 <br />light" maintenance cost (if applicable) <br />19 <br />(e) <br />At the end of 25 years, the City will evaluate the maintenance needs for the <br />20 <br />"enhanced street light" areas. A reconstruction project will be considered where <br />21 <br />the new operation and maintenance costs for the next 25 years will be proposed to <br />22 <br />be assessed to the benefiting properties. <br />23 <br />(f) <br />In new development and redevelopments, the operation and maintenance costs for <br />24 <br />an "enhanced street light" installation shall be paid for by the property owners in <br />25 <br />the new development in perpetuity. These costs shall either be paid for up front <br />26 <br />by the developer or assessed to the property owners. The total cost shall be the <br />27 <br />"enhanced street light" operation and maintenance cost minus the City's "standard <br />28 <br />street light" contribution. The City's basic contribution shall be determined based <br />29 <br />on the procedure outlined in section IV. B. of the City Street Light policy. <br />30 12. Abatement Projects: <br />31 (a) 100% of the abatement cost shall be assessed to the property which the abatement <br />32 occurred on. <br />33 (b) All non-residential properties shall be assessed over a 1 vear period with interest, <br />34 (c) All single-familv, duplex and triplex properties can have the assessment broken <br />35 up to three vears plus interest using the following table. <br />36 a. INSERT TABLE <br />37 4-213. Definitions <br />38 (a) Assessable frontage: Property frontage on a segment of infrastructure scheduled <br />39 for improvement. If a parcel is a corner lot or has multiple street frontages, the <br />40 parcel frontage shall only be calculated for the side abutting the infrastructure <br />41 scheduled for improvements. <br />42 (b) Benefited Area: The properties expected to receive positive impacts from the <br />43 proposed public improvement and which are subject to assessment for the cost of <br />44 construction.
