318 <br />319 While the imposition of a sales tax has already been decided by the voters, it should be <br />320 acknowledged that sales tax is a regressive tax, meaning that persons of lower income will be paying <br />321 more taxes as a percentage of income than others who have higher income. In Minnesota, necessities <br />322 such as grocery food, clothing, over-the-counter drugs, feminine hygiene and baby products are not <br />323 subject to sales tax.
