Attachment 1 1 Revised January 6, 2025 2 3 4 Roseville City Council 5 and Advisory Commission 6 Rules of Procedure 7 8 9 Rules Pertaining to Both the City Council and Commissions: 10 11 Rule 1 Rosenberg’s Rules of Order 12 The City adopts Rosenberg’s Rules of Orderfor all meetings. 13 14 Rule 2 Electronic and/or Paper Agenda Packets 15 In an effort to reduce the amount of paper generated, documents will be made available electronically, 16 when feasible. 17 18 Rule 3 Public Comment 19 The City will receive public comment at meetings in accordance with the following guidelines: 20 21 a.Public Comment at the beginning of a meeting and not pertaining to an agenda item 22 is for the purpose of allowing the public the opportunity to express their viewpoints 23 about policy issues facing their City government. Commentswill be limited to 3 24 minutes perspeaker or a different amount of time at the discretion of the chair. 25 26 b.Public Comment pertaining to agenda items is for the purpose of allowing any 27 member of the public an opportunity to provide input on that item. These public 28 comments will generally be receivedafter the staff presentation on that agenda item 29 and before discussion anddeliberation. These public comments are also limited to 3 30 minutes per speaker or a different amount of time at the discretion of the chair. 31 32 c.Members of the public are always free,and encouraged, to reduce to writingtheir 33 comments about city business and to submit written comments before, during, or after 34 a meeting. 35 36 d.Signs may be held and displayed during meetings but only at the back of the Council 37 Chambers so that the view of the seated audience is not obstructed. 38 39 e.Public comment, like staffand Council or commission membercomments, will 40 pertain to the merits of an issue; personal attackswill be ruled out of order. 41 42 43 f.The Mayor or presiding officer may makespecial time-length arrangements for 44 speakers representing a group. 45 Qbhf!65!pg!6:
