Attachment 1 <br />1 Revised January 6, 2025 <br />2 <br />3 <br />4 Roseville City Council <br />5 and Advisory Commission <br />6 Rules of Procedure <br />7 <br />8 <br />9 Rules Pertaining to Both the City Council and Commissions: <br />10 <br />11 Rule 1 Rosenberg’s Rules of Order <br />12 The City adopts Rosenberg’s Rules of Orderfor all meetings. <br />13 <br />14 Rule 2 Electronic and/or Paper Agenda Packets <br />15 In an effort to reduce the amount of paper generated, documents will be made available electronically, <br />16 when feasible. <br />17 <br />18 Rule 3 Public Comment <br />19 The City will receive public comment at meetings in accordance with the following guidelines: <br />20 <br />21 a.Public Comment at the beginning of a meeting and not pertaining to an agenda item <br />22 is for the purpose of allowing the public the opportunity to express their viewpoints <br />23 about policy issues facing their City government. Commentswill be limited to 3 <br />24 minutes perspeaker or a different amount of time at the discretion of the chair. <br />25 <br />26 b.Public Comment pertaining to agenda items is for the purpose of allowing any <br />27 member of the public an opportunity to provide input on that item. These public <br />28 comments will generally be receivedafter the staff presentation on that agenda item <br />29 and before discussion anddeliberation. These public comments are also limited to 3 <br />30 minutes per speaker or a different amount of time at the discretion of the chair. <br />31 <br />32 c.Members of the public are always free,and encouraged, to reduce to writingtheir <br />33 comments about city business and to submit written comments before, during, or after <br />34 a meeting. <br />35 <br />36 d.Signs may be held and displayed during meetings but only at the back of the Council <br />37 Chambers so that the view of the seated audience is not obstructed. <br />38 <br />39 e.Public comment, like staffand Council or commission membercomments, will <br />40 pertain to the merits of an issue; personal attackswill be ruled out of order. <br />41 <br />42 <br />43 f.The Mayor or presiding officer may makespecial time-length arrangements for <br />44 speakers representing a group. <br />45 <br />Qbhf!65!pg!6: <br /> <br />
