Attachment 1 <br />86 Commissionershave the right to placeitems on the agenda as follows: <br />87 <br />88 1. A Councilmember or Commissioner may, at a meeting, request that an item be placed on a <br />89 future agenda, or; <br />90 <br />91 2. A Councilmember or Commissioner may make a request for an agenda item outside of a <br />92 meeting by submitting an email request to the city manager or staff liaison,no later than <br />93 noon of the Wednesdayprecedingthe meeting. <br />94 <br />95 An agenda item submitted per 1 or 2 above will be included on the agenda for the next meeting <br />96 under the heading “Council (or Commission) Direction on Councilmember (or Commissioner) <br />97 Initiated Agenda Items” at which time the Council, (or Commission) on consideration of any <br />98 preliminary material provided by the initiating Councilmember (or Commissioner) for inclusion in <br />99 the meeting packet, will by motion provide direction as to whether, how, and when the agenda item <br />100 will be taken up at a subsequent meeting, or; <br />101 <br />102 Additionally, aCouncilmember (or Commissioner) may request the addition of anagenda item at the <br />103 same meeting at which the item is proposed to be addressed. However, the addition of such an agenda <br />104 item shall require the approval of a majority of the Councilmembers (or Commissioners) present. <br />105 <br />106 Rule 7 Remote Participation <br />107 Members of Council and Commissions will attend all meetings in person and may only attend <br />108 remotely when permitted to do so by the Open Meeting Law and must follow all notice and other <br />109 requirements of the Open Meeting Law. <br />110 <br />111 All staff reports, consultant reports, and citizen testimony will be in person, unless remote <br />112 participation is required due to unforeseen circumstances or situations outside of the control of the <br />113 individual. Remote participation should be coordinated with the City Manager at least one business <br />114 day in advance of the meeting. <br />115 <br />116 Rule 8Presiding Officer in Absence of Both Mayor & Acting Mayor (or Chair & Vice Chair) <br />117 In the absence of both the presiding officer and the designated alternate, a meeting will be presided <br />118 over by the most senior member (or in the event of a tie in seniority the most senior member whose <br />119 last name comes first alphabetically) until the body by affirmative vote on a motion designates any <br />120 other presiding officer. <br />121 <br />122 Rule 9 Suspension ofRules <br />123 Pursuant to Rosenberg’s Rules of Order, these Rules may be suspended in specific situations upon a <br />124 2/3s vote of the members present. <br />125 <br />126 Rule 10 Effective Date <br />127 These Rules shall becomeeffective upon adoption by a majorityof the City Council andshall remain <br />128 in effect until amended or repealed by subsequent vote of the Council. <br />129 <br />130 <br />131 <br />132 <br />Qbhf!67!pg!6: <br /> <br />
