<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 1/27/2025 <br />Item No.: 7.b. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider a request by Clear Channel Outdoor MSP for a City Code <br />amendment to Title 10, Chapter 1010, Sign Regulations regarding <br />allowing dynamic displays <br />1 <br />2 Background <br />3 On November 6, 2024, the Planning Commission considered a request by Clear Channel Outdoor to <br />4 amend the City’s sign regulations regarding the conversion of static billboards to dynamic display <br />5 billboards. The Planning Commission held the required public hearing where no testimony was <br />6 given. The Commission asked the applicant several questions, then voted unanimously to recommend <br />7 the City Council approve the amendments based on the staff recommendation (meeting minutes <br />8 provided as Attachment 1). <br />9 <br />10 On November 25, 2024, the City Council was provided the Planning Commission’s recommendation. At <br />11 the meeting, City Councilmembers asked several questions of the applicant and staff concerning the <br />12 proposed text amendments. Most of the concerns related to impacts to residential areas and ensuring <br />13 the billboards were directed towards high traffic areas. The City Council tabled the request and directed <br />14 Planning Division staff to conduct further research of other municipal sign codes pertaining to dynamic <br />15 display billboards, with special attention paid to requirements for visual impact studies and/or other <br />16 standards aimed towards the protection against negative impacts to residential property (meeting <br />17 minutes provided as Attachment 2). <br />18 <br />19 Given the City Council’s direction, the Planning Division reviewed several municipalities' standards <br />20 regarding dynamic display billboards. It’s important to note that many municipalities, including those that <br />21 Council members asked staff to examine, allow new billboards, as opposed to Roseville’s existing and <br />22 proposed ordinance that would only permit conversion of existing billboards to dynamic. The changes <br />23 proposed through this request would not allow erection of a new billboard. This distinction (not allowing <br />24 new billboards) impacts the breadth and depth requirements that may be appropriate to impose on <br />25 regulations that would only permit conversions. If the Council’s primary concern relates to proximity to <br />26 residential, staff suggests there is only one existing billboard of concern. This billboard faces Highway <br />27 36 east and west and is located on the roof of the Brown Wilbert building. This billboard is located <br />28 approximately 250’ to/from a residential neighborhood. Another billboard exists on Walnut Street, but is <br />29 750’ to the nearest residential area, unlikely to be seen by any residential homes. The other three <br />30 billboards are not located anywhere near residential areas. All five billboards are located such that they <br />31 abut and face an arterial roadway, Interstate 35W, or Highway 36. <br />32 <br />33 In an effort to address the Council’s stated concerns regarding static billboard conversions to dynamic <br />34 displays, the Planning Division expanded its research of several municipalities sign regulations for <br />35 billboards with dynamic displays (see Attachment 3).
