Attachment 3 <br />D YNAMIC B ILLBOARD S TANDARDS <br />Vadnais Heights <br />1 Section 38-700 – Billboards <br />2 (a) General Requirements: <br />3 (1) Billboards may be erected along and intended to be viewed from only Interstate Highways <br />4 35E and 694. Billboards are allowed only in the following zoning districts: C-2, C-3, office <br />5 and industrial districts. <br />6 (2) The maximum allowable size of any billboard is 700 square feet. The maximum allowable <br />7 extensions shall not exceed 15 percent of the total sign area. <br />8 (3) The maximum allowable height of any billboard is 35 feet. <br />9 (4) The minimum allowable distance between billboards as measured along the centerline of I- <br />10 35E and I-694 is 1,500 feet. <br />11 (5) The minimum allowable proximity of any billboard to any residential zoning district or a <br />12 nonconforming residential structure is 500 feet. <br />13 (6) The minimum allowable proximity of any billboard to any interstate or state trunk highway <br />14 right-of-way is ten feet, and the maximum distance from the same is 150 feet. <br />15 (7) The minimum allowable proximity of a billboard to any building (except as set forth in <br />16 subsection (5) of this section) shall be 100 feet for billboards of 700 square feet or more. This <br />17 setback may be reduced by ten feet for every 100 square feet of sign area less than 700 square <br />18 feet to a minimum of 60 feet. <br />19 (8) No portion of any billboard shall occupy air space above any driveway or parking area. <br />20 (9) No billboard may display any moving parts, nor shall it be illuminated with any flashing or <br />21 intermittent lights. <br />22 (10)The minimum allowable proximity of any billboard to any designated wetland is 500 feet. <br />23 (b) Lighting. Lighting shall be limited to a level necessary for viewing. <br />24 (c) Additional requirements for dynamic signs. <br />25 (1) Billboards may contain a single dynamic sign that has no animation or moving parts. <br />26 (2) The minimum duration of the image can be no less than eight seconds. <br />27 (3) The image must have a change sequence accomplished by means of instantaneous re- <br />28 pixelization (eliminating fading between images). <br />29 (4) The sign image must contain a complete message and not be continued to a subsequent <br />30 image. <br />31 (5) Dynamic signs must provide to the city a minimum of five hours (2,250 eight-second <br />32 spots) per month per enhanced dynamic display sign in the city for community and public <br />33 service messages at such times as shall be determined by the city. <br />Qbhf!85!pg!363 <br /> <br />
