<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 2/10/2025 <br />Item No.: 10.f. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Acceptance of Additional Funding Through the State of <br />Minnesota Intensive Comprehensive Peace Officer Education and <br />Training (ICPOET) Grant Award <br />1 <br />2 Background <br />3 The Roseville Police Department (RPD) requests City Council approval to accept additional grant <br />4 funding through the Intensive Comprehensive Peace Officer Education and Training (ICPOET) program. <br />5 <br />6 On December 4, 2023, the City Council approved RPD to submit an application for ICPOET grant <br />7 funding. This program, established by the Minnesota Legislature, aims to assist law enforcement <br />8 agencies with staffing challenges caused by officers leaving the profession and a declining number of <br />9 individuals entering the profession. <br />10 <br />11 The ICPOET program provides financial support to help agencies sponsor candidates pursuing a career <br />12 in law enforcement. Eligible candidates with a two- or four-year degree who are looking to transition to a <br />13 law enforcement career are eligible to receive a salary and their tuition paid while completing the <br />14 intensive eight-month training curriculum required to become a licensed peace officers. Upon successful <br />15 completion, candidates are eligible to be hired by their sponsoring agency. <br />16 <br />17 RPD initially applied for funding to sponsor two candidates, requesting $100,000 ($50,000 per <br />18 candidate). In the fall of 2024, RPD was notified that the grant request was approved. On October 21, <br />19 2024, the City Council authorized acceptance of the initial $100,000 grant award. <br />20 <br />21 Following this approval, RPD conducted a hiring process and identified three qualified candidates: two <br />22 internal candidates who had completed internships with RPD and one external candidate. During this <br />23 process, the state informed law enforcement agencies that additional ICPOET funding had become <br />24 available due to some agencies being unable to utilize their grants. RPD expressed interest in securing <br />25 additional funds to sponsor all three qualified candidates. Subsequently, the state approved RPD’s <br />26 request and amended the grant award, increasing the total funding to $150,000 to support an additional <br />27 candidate. <br />28 <br />29 RPD now seeks Council approval to accept the amended grant award in the amount of $150,000. The <br />30 funding will allow RPD to sponsor three candidates in the ICPOET program cohort beginning in late <br />31 February 2025. Upon completing the program in late summer 2025, the candidates will be eligible to be <br />32 hired as police officers by RPD in fall 2025. All three candidates have already successfully completed <br />33 background investigations and psychological evaluations. <br />34 <br />35 RPD currently has two open officer positions and anticipates additional vacancies in 2025 due to <br />36 attrition. <br />37 <br />38 The grant application and amendment have been reviewed and approved by the City Attorney. <br />39 <br />Page 1 of 2 <br />Qbhf!21:!pg!264 <br /> <br />
